About this file
This single source justification document is for the renewal of an existing 36x60 modular unit lease with a Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10. The follow-on lease is needed to avoid significant additional costs to remove and reinstall the modular unit as well as displace existing staff during that period, as there is a lack of space. The current lease expires on September 30, 2023. The solicitation number for this limited source justification and sole source renewal is 36C25023Q0932 for the T38 modular unit lease at location 655.

VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-23-AP-4008
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Aleda E Lutz VA Medical Center, 2237# 655-23-4-6111-0555 T38 Modular Lease
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Follow on Lease of existing 36x60 Modular Unit.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Pursuant to 38 U.S.C 8127(b), Contracting Officers may use other than full and open competition when awarding to SDVOSB and VOSB firms for procurements under the SAT.
The Current Lease which expires on 9/30/2023 is with a SDVOSB contractor. To have the unit removed and reinstalled by another contractor would cost a significant amount of additional monies and we would have to displace existing staff during that period, which we cannot do because of lack of space.
4. Description of market research conducted and results or statement why it was not conducted: Not performed as this is a follow-on lease.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
