About this file

This document is a Justification for Sole Source Acquisition from the U.S. Securities and Exchange Commission (SEC) for a subscription to Municipal Market Analytics (MMA). The SEC intends to acquire a comprehensive suite of municipal bond market publications, reports, and datasets for a 12-month base period with four one-year option periods. MMA is the sole publisher of these proprietary research tools, which are critical for monitoring and analyzing municipal bond market trends, credit developments, and market structure changes.

The acquisition is being pursued under FAR 6.302-1(a)(2)(i)(A) because MMA is the only source that can provide the specific analytics and market commentary required. A Sources Sought Notice was posted on SAM.gov on May 6, 2025, which yielded only one response. Market research confirmed that no alternative vendors can fulfill the requirement without infringing on MMA's intellectual property rights. The SEC will conduct a price analysis to ensure fair and reasonable pricing, and the agency plans to continue monitoring the market for potential emerging competitors in future years.
