About this file

This document is a Justification for Sole Source Acquisition by the U.S. Securities and Exchange Commission (SEC) for a subscription to Municipal Market Analytics (MMA). The SEC intends to award a sole source contract for a 12-month base period with four one-year option periods to access MMA's proprietary municipal bond market publications, reports, and datasets. The total estimated value is redacted, but the agency requires comprehensive research critical for monitoring and analyzing municipal bond market trends, credit developments, and market structure changes.

Market research confirmed MMA as the only provider of these specific analytics and market commentary, with no alternative vendors capable of offering comparable depth and proprietary insights. A Sources Sought Notice posted on SAM.gov on May 6, 2025, yielded only one response, which validated MMA's unique position. The agency will continue monitoring the market for potential emerging competitors and assess alternative products before future renewals, but currently, MMA is considered the definitive source relied upon by government agencies, institutional investors, and financial analysts in the municipal bond market.
