not offer subscription platforms with the data required by the SEC. BrightScope Beacon is the only identified product that tracks ERISA Plan information alongside the advisers and brokers who recommend or manage the ERISA assets. Additionally, BrightScope Beacon is the only known product that provides the required data aggregation/association between form 5500 data and FINRA/EDGAR filings and provides a data query and visualization method (front-end) from which to easily access the desired data.
Due to these unique data provisioning and reporting/query features, BrightScope Beacon is the only known product that can fully meet the SEC’s requirements.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
The SEC posted Sources Sought Notice: 50310223Q0097 on SAM.gov. The SEC received only one response which was submitted by Asset International, Inc.
The SEC Office of Acquisitions (OA) will post a Synopsis in accordance with FAR 5.201 that provides notification of the SEC’s intent to award a sole source procurement to Asset International, Inc.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer determines that the anticipated price will be fair and reasonable based on review of market research price estimates.
8. A description of the market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.
The SEC has performed market research by reviewing product offerings online.
BrightScope Beacon, offered by Asset International, Inc., is the only source identified capable of meeting the SEC’s requirements in review of product offerings online. The SEC reviewed other products including retail investor products such as that offer information for individual consumers such as their own 401K plans, but they don’t offer a data subscription platform. .
Therefore, these offerings are not geared for research and analysis needed by the SEC but rather more a self-service portal for individuals to get assistance with their retirement plans and rollovers.
Additionally, the SEC posted a Sources Sought Notice. Asset International Inc. is the only source that responded to the notice. Therefore, there were no other sources identified capable of meeting the SEC’s requirements.

None.
10. A listing of the sources, if any that expressed, in writing an interest in the acquisition:
A listing of any sources that express interest in this acquisition will be maintained in the contract file.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
The SEC will perform market research for future acquisitions for the purpose of verifying the sole source nature of this requirement.
