About this file
This sole source justification document from the Securities and Exchange Commission details the agency's intent to award a single source contract to DBRS Morningstar, Inc. The SEC requires a proprietary subscription for credit ratings and research from DBRS Limited. As the content is proprietary, no additional market research was conducted. The contracting officer determined the anticipated price to be fair and reasonable based on commercial pricing for the subscription. The SEC posted a notice on beta.sam.gov in accordance with FAR 5.201 to notify the public of the sole source award. The agency will conduct market research for future requirements to verify sole source determinations.
