SOLE SOURCE - SIMPLIFIED ACQUISITIONS
NATIONAL SCIENCE FOUNDATION
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
I recommend that NSF negotiate with the American Indian Science and Engineering Society (AISES) only for sponsorship to the 2021 AISES National Conference – Achieve Inspire Support Explore Succeed to be held on September 23-25, 2021 (virtual options exist in the event of program changes due to Covid-19).
I have reviewed other products/services to identify other vendors which might meet NSF’s requirements through one of the following methods
X GSA Schedule Open Market Price Lists Previous requirements Other __
FAR 19.502-2 requires award to Small Business for supplies or services with an anticipated dollar value exceeding $2,500. If applicable, specify why award is being recommended to other than a Small Business.
X No other Small Company can supply the equipment or service The Company does not have a small business distributor that can supply the equipment or service GSA schedule does not provide the equipment or service from small business Other ______________________________________
The total estimated cost, including shipping and handling (if applicable), of this effort is $25,000 and the period of performance or lead-time for delivery or start date is as soon as possible to allow for submission for inclusion in the conference materials.
This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons:
The American Indian Science and Engineering Society is focused on substantially increasing the representation of North America’s Indigenous people (Native Americans, Alaska Natives, Native Hawaiians, Pacific Islanders, First Nations, Metis, Inuit) in STEM studies and careers. This robust nonprofit currently supports student and professional members across the US and Canada in critically needed STEM disciplines. Through chartered college and university chapters, professional chapters, tribal chapters, and affiliated K-12 schools, members benefit from diverse STEM-focused programing that supports careers and promotes student success and workforce development in multiple crucial areas. The AISES National Conference is the premier event for Indigenous STEM professionals and students.
Sponsorship in this Conference provides NSF an unparalleled opportunity to connect with up to 2,500 participants who are focused on learning the important trends, needs, and research impacting indigenous STEM studies and careers.

I hereby accept the above stated recommendation and determine that the circumstances of the contract action deem only one source reasonably available.
