3. Description of Services or Supplies:
The Corpus Christi Army Depot presently has a workload for whirling UH 60 Main Rotor Blades, MRBs. Blade Balance Stand #1 uses a CH-47 FWD rotor hub.
The R5393 actuators are unique and were specifically designed for Sikorsky to Whirl main rotor blades on the Simulated Flight Hardware. Each actuator is equipped with an encoder that has a limit set range of =/-99,999 counts. 100 counts equates to approximately 18 minutes of a degree angle. Each actuators move independently for the minutes of angle or trim pitch.

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited: Whippany Actuation Systems LLC (81039) is the only known source capable of performing the required services to maintain and repair the actuators. Whippany Actuation Systems specifically designed and is the original equipment manufacturer of the electro-mechanical linear actuators installed on the simulated flight hardware on whir tower two (2).
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do apply and will be followed.
This justification will be posted with solicitation when issued.
7. Market Research.
The Government has a requirement for Actuator P/M services, I reviewed PCF to evaluate previous actions that the Government has conducted for this requirement, and discovered the Government previously had a Base plus two-year PO for preventative maintenance (PM) services for the mechanical Actuators. The previous award (W912NW-17-P-0046) was also a sole source award to Whippany Actuation System LLC Cage Code: (81039), a large business concern under NAICS: 811310
Whippany Actuation Systems is the only known source who can provide the services and equipment required to support Whirl Tower #2. Whippany Actuation Systems is The original equipment manufacturer (OEM) of the electro-mechanical linear actuators installed on the Simulated Flight Hardware on Whirl Tower #2. The government performed Google searches and was unable to locate additional competition.

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon previous contract pricing for the same services and price analysis.
I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
