JUSTIFICATION FOR SOLE SOURCE PROCUREMENT (OPEN

MARKET OR GSA) UNDER $250,000

Sole source acquisitions may be used on a limited basis and only when the Contracting Officer’s Representative (COR)/Program Official has provided sufficient justification and the Contracting Officer has determined that the circumstances warrant such action. The content for a justification must contain detailed facts and rationale to justify the sole source acquisition. Soliciting from a single source must be done in accordance with FAR 13.106-1(b) or 8.405-6. At a minimum, the following information must be included:

Identification of Program Office, Contracting Activity, and Proposed Requirement, Justification and Program Office Certification:

A. Program Office:

National Center for Injury Prevention and Control

C. Identification of Requirement:

1. Nature of Action to be Approved by Contracting Officer: National Domestic Violent Hotline Data Access

a. Sole source acquisition of: The United States is in the midst of a novel Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2) pandemic, the strain of coronavirus that causes coronavirus disease (COVID-19). As of May 29th, 2020, more than 100,000 Americans have died from COVID-19. Addressing the pandemic is a top priority for the Trump Administration, the U.S.

Department of Health and Human Services (HHS), and the CDC. Furthermore, there is concern that additional stressors during this emergency (e.g., continual close proximity with potential perpetrators of family violence, economic uncertainty, mental stress) could contribute to in increases in intimate partner violence (IPV). There is a need to understand the patterns of calls to the National Domestic Violence Hotline (NDVH) to get a more real-time picture of the potential association of the SARS-CoV-2 pandemic with

Rev. 5/15/17 violence victimization at the national, state and local levels. Access to timely data is a core part of informing a rapid response to this pandemic. This project will increase CDC’s knowledge and understanding of the impact of the pandemic and will help to provide more timely, targeted, and tailored technical assistance and information to funded states and the violence prevention field more broadly. This project will also help inform an expanded national violence surveillance system, providing an early indicator of serious IPV before more severe victimization would be captured by emergency room surveillance efforts. Through this project, CDC intends to purchase access to proprietary dashboards, as well as raw data files that will provide in-depth information on patterns of calls to the NDVH. CDC will conduct critical analyses to make contributions to the scientific evidence base and to inform technical assistance provided to funded jurisdictions.
