3. Description of Supplies/Services required to meet the agency’s needs (including the estimated value).

PBS-IT requires the renewal of the EcoDomus software. EcoDomus is an advanced common data environment (CDE), providing a platform to visualize, analyze, and share building information modeling (BIM) geometry and information. PBS will be using EcoDomus to improve the quality and efficiency of project delivery and performance through measured comparison of deliverables to standards, comparative analysis between delivered models, improved capabilities in reflecting real-world conditions, and data exchange with related enterprise applications, such as NCMMS and Kahua.

Siemens Industry, Inc. will supply EcoDomus software subscription services via this action. The software subscription supports the mission by allowing PBS to capitalize on data artifacts created during the design/construction process creating a Digital Twin of modern facilities to officiate in enterprise software.

Ecodomus manages such digital artifacts from the design process to operations, providing a means to scrutinize such

4. Identification of statutory authority permitting other than full and open competition.

X FAR Subsection 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Demonstration that the nature of the acquisition requires use of the authority cited.

a. Background information about the requirement;

PBS requires the renewal of the EcoDomus software. EcoDomus is an advanced common data environment (CDE), providing a platform to visualize, analyze, and share building information modeling (BIM) geometry and information. PBS will be using EcoDomus to improve the quality and efficiency of project delivery and performance through measured comparison of deliverables to standards, comparative analysis between delivered models, improved capabilities in reflecting real-world conditions, and data exchange with related enterprise applications, such as NCMMS and Kahua.

b. Details covering what events lead to the situation requiring use of other than full and open competition procedures;

Siemens Industry, Inc is the only vendor who is an authorized seller of the brand name product.

c. Why considered alternatives will not work;

Ecodomus is a proprietary software. GSA has invested in this solution and customized integrations with other existing platforms to include Kahua and NCMMS. This investment has been in line with GSA Market Research conducted in 2020 by Procon ( ) that indicates Ecodomus was the product that met business and IT needs the strongest out of a remaining 3 of 15 vendors that were vetted. Scores for the ascendant packages against GSA requirements are found below:

Per the comparison, Ecodomus scored 895 in comparison to ArchiDATA (450), dRofus (639) and GliderBIM (715). Therefore, investing in low scoring competitors would result in a clear loss of functionality especially as regards support for native BIM and exploitation of APIs, which are key for enterprise integration. This coincides with GSA’s internal scoring after several presentations and demonstrations:

GliderBIM:

dRofus:

Ecodomus:

Ecodomus clearly, after written and demonstrative displays of their capabilities to meet GSA’s requirements, stands out as both industry and agency choice for enterprise federated BIM management.

d. Which authority applies and why; and

The authority at FAR subpart 6.302-1, “Only One Responsible Source”. Siemens Industry, Inc.is the only vendor and authorized seller of the brand name product. EcoDomus is an advanced common data environment (CDE), providing a platform to visualize, analyze, and share building information modeling (BIM) geometry and information. PBS will be using Ecodomus to improve the quality and efficiency of project delivery and performance through measured comparison of deliverables to standards, comparative analysis between delivered models, improved capabilities in reflecting real-world conditions, and data exchange with related enterprise applications, such as NCMMS and Kahua.

e. Explain the impact to the mission that would result if the J&A is not approved and, consequently, the product or service is not provided.

Not provisioning the licensing for this effort will result in an orphaned enterprise application that PBS has been investing in to provide Digital Twin technology to the GSA. Thus far has been spent in licenses since the inception of the project. Additionally, over has been spent for DM&E to ensure that the features of the application that require access via an API (specifically designed for Kahua and any other enterprise systems that may further utilize it) may be able to fully utilize the Alfresco platform for its intended goals. Another has been spent to transfer the API and integrated features with CFR/BIM, are carried on to the EDMS system, to which CFR is migrating. At least $ /year has been spent in O&M for the CFR initiative since its rollout in 2015. These costs have to be interpreted in light of the multi-year effort to institutionalize the CFR system in GSA.

Countless hours have been spent by contractors and government employees alike to begin to institutionalize the Ecodomus application. Since PBS-IT considers Ecodomus the only Digital Twin solution, PBS would need to attempt to finish the appropriate actions to commandeer another application to meet the need. This could cost GSA up to $ in funds amounting from funds dedicated to this effort efforts to institutionalize the application efforts to integrate with other GSA systems such as UUI, Kahua, NCMMS (Maximo), and GSA Link and efforts to meet the needs for GSA to respond to the Inflation Reduction Act

Acquiring a defunct solution and attempting to integrate it with all of what has already been done would cost the greater portion of and would set GSA back 3 years just to break even with our current functionalities with Ecodomus. (This setback is easily ascertained by comparing the 24 months worth of work that had to be completed to get the Ecodomus package on par with GSA’s internal security needs, before users could fully provision accounts.) This can be seen from the cost comparison between Ecodomus and it’s closest competitor at the time of analysis, GliderBIM. As seen in the data, Glider would cost approx. more in enhancement and more in licensing. Discovery work alone for integration with operational systems would take 12 months and cost no less than before any planning ( , development and implementation were possible.

6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable.

GSA, PBS / PBS-IT, will conduct an annual and/or periodic assessment of the subject requirement described herein and also other viable technologies in the marketplace before any subsequent acquisition is made.

7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer has determined that the anticipated price(s) will be fair and reasonable using the techniques as identified in FAR Subpart 15.404-1(b)(2). One or more of the following technique shall be used:

Comparison of the proposed prices to historical prices paid on previous contract number

47HAA021P0012

Comparison with commercial price list for Ecodomus software products with pricing effective 1 July 2023.

Combined with the vendor’s technical capabilities as cited in Section 5 of this document and the proposed price, the Government will determine proposed prices offer the best value to the Government prior to award.

8. Description of market research.

Initial market research was conducted between Jul 2020 and Jan 2021. Vendors were surveyed for capabilities and provided demonstrations of their products. Details on that market research and vetting of alternates is located in this document above in section 5c.

Additional market research was conducted between July 20 and August 1 2023 in accordance with FAR part 10.
