SIMPLIFIED ACQUISITION THRESHOLD (SAT)

1. Contracting Activity: This document is a justification for single source determination under

Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of the Interior, Bureau of Indian Affairs, A16 Central Office.

2. Description of supplies or services required to meet agency needs.

Automated Billing Support for the Office of the Chief Financial Officer

11/16/2022 – 11/15/2023

The estimated value of the proposed action is $12,744.00

3. Identification of the single source to be solicited.

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.

Urgency – The nature of the requirement has been deemed urgent and following competitive procedures would result in unacceptable delays.

5. Rationale: Provide an explanation that supports the reason cited in #4.

The OCFO has a requirement for Automated Billing Support, as a direct result of the unplanned eviction of the A16 Central Office from their GSA leased building in Reston, VA.

Billing was previously done internally from the office, but must now be contracted out to a vendor to perform from their location and offices. This requires a secure facility that can handle PII safely. The selected contractor (Quadient) has the secure facility required, and has demonstrated the ability to begin support immediately, which is required to ensure the adam.lowery 23-0024

OCFO does not miss deadlines required for billing in November 2022. Additionally, no IEE sources were identified that can handle this requirement. There is no procurement history for this service, and the Government would be irreparably harmed if service cannot begin immediately. Failure to begin performance may result in violations of the Fair Credit Reporting Act, which have monetary penalties.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

A search of the Small Business Administration (SBA) Dynamic Small Business Database (DSBS) on 11/3/2022 did not return any IEE sources for the relevant NAICS.

A sources sought notice was subsequently posted on 11/3/2022 and resulted in 3 IEE responses. However, none of the IEE responses indicated the ability to fulfill the current requirement. Due to the urgency of the requirement, a competitive SAM posting is not feasible.

To ensure maximum competition is achieved in the future, none of the options will be exercised unless additional market research is performed to confirm that IEE sources have not developed the ability to fulfill this requirement.

7. Requirements personnel certification.

I certify that the technical data which forms a basis for this justification is complete and accurate and meets the Government’s minimum needs.
