Section C: Justification for Soliciting from a Single Source or Brand Name

Dyess AFB currently uses these specific models manufactured by Hoffman Engineering, LLC. Hoffman Engineering, LLC. Is the sole manufacture and repair facility. Currently, there are no authorized repair facilities or alternatives. This acquisition is for the repair of the test equipment and upgrade of the test equipment support the night vision googles. If the government would replace the goggles with new ones the cost would be prohibitive in addition to the downtime that would undoubtedly be encountered while soliciting a new requirement for the goggles and new test equipment.

Section D: Efforts to Obtain Competition

The Hoffman Engineering, LLC is the OEM of this component. The OEM does not have authorized repair facilities outside the manufacturer. Due to the proprietary nature of the components and associated calibration/alignments machinery, Hoffman does not allow third party subcontractors or maintenance providers to work on their equipment.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

While the current market research indicated a sole source environment for the repair these components, there are steps the government can take to overcome barrier to competition for future acquisition.

1. The team will perform annual reviews to identify opportunities.

2. The government will look into acquiring data rights.
