About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated September 22, 2026. The document justifies a sole-source, brand-name procurement of 26 sets of Ricochet M² USAF Structural Turnout Gear (52 total items consisting of 26 coats and 26 trousers) valued under $10 million. The procurement will be executed as a delivery order through ADS, Inc. under GSA/DLA contract FA805617D0001 using firm-fixed-price terms.
The justification for restricting competition exclusively to Ricochet M² gear is based on statutory authority under RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901. The Air Force Civil Engineer Center (AFCEC) has established a centrally managed, standardized clothing program for all Air Force Fire and Emergency Services (F&ES) flights, making ADS, Inc. the sole authorized logistics partner capable of providing the mandated, compliant personal protective equipment (PPE). This requirement is further supported by Department of the Air Force Instruction (DAFI) 32-2001 (dated April 1, 2026), which mandates that all firefighters be issued two complete ensembles of firefighting PPE, with bench stock limited to no more than ten percent of total PPE. Contracting Officer Rachel Copeland (377 MSG/PKB) certified the justification on September 22, 2026.
