About this file

This Single Source Justification document details a sole-source procurement for the Air Force Research Laboratory (AFRL) in the Connected Quantum Capabilities (CQC) project. The acquisition involves three specific components for a Tsunami laser system from Newport/Spectra-Physics: 1) a UHG series pulse selector with detailed technical specifications including wavelength range, repetition rate, and power capabilities, 2) a Millenia EV 15 532 nm CW pump laser compatible with the Tsunami laser, and 3) specific Tsunami laser parts and installation, including power supplies and control board assemblies.

The justification emphasizes that Newport/Spectra-Physics is the only company capable of providing these proprietary laser system components, with trained employees who understand the technical knowledge and hardware. A Notice of Contract Action was posted on SAM.gov from August 5-20, 2025, with no competitive responses received. The document indicates that without these specific parts, the research team may be unable to meet research deadlines or build quantum networks, and developing an equivalent system would require significant labor costs from PhD scientists and engineers. The laboratory commits to monitoring the market for future potential alternative providers.

The requested items are for purchase and installation into an existing but non-fucntional laser system at AFRL. The parts below are a sole source because they must be compatible with the existing Tsunami laser system, and Newport/Spectra-Physics is the only company that provides and can install the parts for the laser. The parts meet the minimum government requirements below:

1). UHG series pulse selector, QTY 1 -Includes SiO2 Bragg cell for pulse selecting fundamental output -Repetition rate adjustment from single shot up to 40 MHz -Compatible with femtosecond & picosecond pulses and high power -Bragg Cell SiO2 up to 5 W avg. input power -Picking Ratio 1/2 vrep to1/1023 vrep software controlled or arbitrary by external triggering -Picking Efficiency & Contrast Ratio: 80 MHz input, 8 MHz output (nrep/10):

-Contrast Enhancement Diffraction Efficiency > 35% -Contrast Ratio: > 300:1 main to adjacent pulses, > 400:1 main to nonadjacent pulses -Diffraction Efficiency >40% -Contrast Ratio: > 75:1 main to adjacent pulses, > 500:1 nonadjacent pulses -Analog-in for amplitude modulation TTL for Start/Stop -Wavelength 680 - 1080 nm -Repetition Rate nrep 0.1 - 85 MHz -Polarization Linear, horizontal -Max. avg. Power 5 W -Sync. Signal TTL/50 Ohms, > 100 mV, -duty cycle in [10%-90%] -Installation at AFRL

2). Millenia EV 15 532 nm CW pump laser compatible with Tsunami laser, QTY 1 Wavelength: 532nm -average power: 15W -Power Stability: ±1% -Noise: < ±0.04% rms -Spatial Mode: TEM00, M² -Two year full system warranty -Must be compatible with Tsunami laser bring-up (see item 3)

3). Tsunami parts and installation into air force laser, QTY 1 -delivery of and installation of 4004-0754S FRU:PWR SPLY,3.3X2/3.3X2/24VDC in Tsunami laser. Other

Other PCB assemblies are not accepted.

-delivery of and installation of 0129-8817S FRU:PCB ASSY,J40/J80 CNTRL BD in Tsunami laser. Other Control boards are not accepted.

The parts to be procured will be installed into an existing quantum networking system with value of more than If the laser parts and installation meeting these minimum specifications are not acquired, development of an equivalent system will cost the government more than of labor by PhD scientists and engineers. By not procuring this equipment, the research team may not be able to meet research deadlines and cannot build quantum networks.
