About this file
This Sole Source Justification document details a five-year calibration services contract for the Department of the Air Force's 87th Contracting Squadron at Joint Base McGuire-Dix-Lakehurst. The contract is for annual calibration services of five Textron Model 527 Radar Signal Simulators supporting KC-46 Radar Warning Receiver (RWR) system preflight testing operations. Textron Systems Corporation is the sole source provider due to its exclusive proprietary rights, patents, and specialized technical expertise for this equipment.
The proposed contract will run from 1 October 2025 to 30 September 2030, consisting of a base year and four option years. Comprehensive market research was conducted, including searches on GSA eBuy, SAM.gov, and a Sources Sought Notice, which yielded no alternative vendors. The total estimated contract value is redacted, but the pricing was found to be consistent with inflation-adjusted rates since 2020. The calibration process will include servicing ten RWR testers, ensuring compliance with technical orders and minimizing operational delays, with Textron being the only vendor capable of performing these specialized services in accordance with OEM standards.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Comprehensive market research was conducted to identify potential sources for calibration services of the Textron Model 527 Radar Signal Simulator, supporting KC-46 preflight testing operations. The following steps were taken:
- GSA eBuy and SAM.gov were utilized to search for qualified vendors.
- AbilityOne and UNICOR/FPI were reviewed, but neither could fulfill the requirement.
- Strategic sourcing channels were examined with no applicable sources identified.
- A Sources Sought Notice was posted on 17 June 2025 via GSA eBuy and SAM.gov for one week. No responses were received from interested vendors.
Additionally, Contracting Officer Mr. Cameron Collins at McConnell AFB was contacted regarding a recent acquisition for the same Model 527 system. Mr. Collins confirmed that no vendors expressed interest or demonstrated capability, and the calibration service was sole sourced to Textron Systems Corporation.
Textron Systems is the sole source manufacturer of the Model 527 Radar Signal Simulator. The calibration equipment and software are proprietary, and Textron holds all relevant patents. No third-party sellers or service providers are authorized to perform calibration on this equipment. Textron employs the only trained technicians certified to execute the required procedures in accordance with OEM standards.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.
Textron Systems Corporation is the only known vendor capable of providing calibration services for the Model 527 Radar Warning Receiver (RWR) Testers, due to its exclusive proprietary rights over the equipment, software, and calibration procedures. As the Original Equipment Manufacturer (OEM), Textron holds all relevant patents and intellectual property associated with the Model 527 Radar Signal Simulator.
No third-party vendors are authorized to perform calibration on this equipment, and Textron Systems employs the only certified technicians trained to execute the required procedures in accordance with OEM standards. Their proprietary threat modeling software and calibration tools are not commercially available, making Textron the sole source provider for this requirement.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The current competitive barriers stem from the absence of qualified and approved sources beyond Textron Systems Corporation, the Original Equipment Manufacturer (OEM) of the Model 527 Radar Signal Simulator.
Textron Systems holds exclusive proprietary rights and patents for the calibration equipment and software associated with the Model 527, and has not sold or licensed the calibration kit to any third-party vendors.
