About this file
This document is a Justification and Approval (J&A) for a sole source contract from the Naval Surface Warfare Center Dahlgren Division (NSWCDD). The contract is with Decathlon Development Corporation (DDC) for a hybrid Cost-Plus-Fixed-Fee (CPFF)/Firm-Fixed-Price (FFP) contract to provide software maintenance and support services for an unspecified system operating in the Navy Marine Corps Intranet (NMCI) environment. The proposed five-year contract has estimated overhead costs ranging across fiscal years FY26-FY31, with a cost analysis comparing two procurement options revealing significant price differences.
A sources sought notice was posted on 01 May 2024, which solicited capability statements from potential offerors. Three companies submitted statements, but all were deemed technically incapable of performing the requirement. DDC is identified as the sole provider of these services, owning the proprietary data rights to the system. The government will continue monitoring market trends to assess potential future competitive procurement options. The contract is being awarded under 10 U.S.C. 2304 (c)(1), which allows for procurement from only one responsible source when no other supplies or services will satisfy agency requirements.
