About this file

This is a Justification Review Document for FAR Part 12 Sole Source Justification and Approval supporting a contract action for maintenance and repair services of the Airfield Lighting Control and Monitoring System (ALCMS) at Simmons Army Airfield (SAAF) and Mackall Army Airfields (MAAF) in Fort Bragg and Camp Mackall, North Carolina.

The Government seeks to award a Firm Fixed Price contract to Global Access Supply Inc. with an anticipated award date of August 20, 2026, using Operations and Maintenance funds from Fiscal Year 2026. This action is a follow-on to contract W91247-25-P-A001, which expired November 30, 2025. The ALCMS serves as the interface between the air traffic control tower and airport lighting systems and is designed with fail-safe operation to maintain airfield functionality 24/7. The contractor must provide all labor, repair parts, components, personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary for ALCMS maintenance and repair, excluding items specified as Government-furnished property. The Government conducted market research under NAICS code 238210 and posted requests for information to SAM.gov on June 12, 2026 and June 22, 2026, receiving four responses total; however, only Global Access Supply Inc. was deemed capable of meeting performance requirements due to proprietary rights maintained by Eaton Crouse-Hinds (the original equipment manufacturer and installer in 2019), making Global Access Supply Inc. the sole authorized servicer for this equipment. The contracting activity is the Mission and Installation Contracting Command–Fort Bragg (MICC–FB), with the Directorate of Public Works serving as the requiring activity. The sole source justification cites proprietary rights to equipment and software as the authority under FAR 12.201-1.

FAR Part 12 Sole Source Justification and Approval

1. Requiring Activity: The Directorate of Public Works (DPW) Fort Bragg, North Carolina

2. Contracting Activity: The Mission and Installation Contracting Command – Fort Bragg (MICC – FB), North Carolina (NC).

3. Description of Action: Request approval to award a Firm Fixed Price Contract to Global Access Supply Inc. The Government projects award for 20 August 2026 and Fiscal Year 2026, with Operations and Maintenance funds will be used.

This action is a follow-on to contract W91247-25-P-A001. That contract was not competed under authority FAR 13.501 (2)(i), justifications and approvals are required under this subpart only for sole source (including brand-name) acquisitions or portions of an acquisition requiring a brand-name. Paragraph “Actions to Increase Competition” of the previous justification stated: “The Government conducted market research on 11 January 2019 on the subject requirement under the North American Industrial Classification System (NAICS) code 238210. At this time, there is no reasonable expectation that other maintenance service providers will be able to service the equipment due to its proprietary nature. The Government will continue to engage in market research during which time the Government will explore and identify possible alternative solutions for the ALCMS System” Those actions were accomplished by posting an RFI to SAM.gov in order to gage industry capabilities, however the RFI results demonstrated that only Global Federal Access Supply Inc was capable of performing this requirement.

4. Description of Supplies/Services:

The proposed contract will facilitate the computer Airfield Lighting Control and Monitoring System (ALCMS) repairs and maintenance services and is the interface between the air traffic control tower and the airport lighting systems located at Simmons and Mackall Army Airfield, NC.

DPW’s current plan is to procure a maintenance and repairs service contract that will ensure continuous operation of the computer systems. The ALCMS is designed to revert to a fail-safe mode upon computer failure, communications failure, or loss of power. Under fail-safe conditions, airport lighting equipment that is operating at the time of failure shall continue to work at the same intensity level, allowing the airfield to operate 24 hours a day 7 days a week. The Contractor provides all labor, repair parts, components, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and services necessary to perform the required maintenance and repair of the ALCMS as defined in this Performance Work Statement (PWS), except

b. Alternatives.

c. Impact if justification not approved: Essential operational mission of the airfield halting all logistical functions at both locations are currently not operational due to a break in service from the previous contract that ended on 30 November 2025. The continued lapse in coverage will severely degrade the mission for DHW and the Airfields.

7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.101.

a. Effective competition: This is a sole source action; effective competition is not applicable.

b. Subcontracting competition: In accordance with FAR part 19.109 (b)(1), subcontracting plans are not required for contracts from small business concerns. In addition, this is a sole source effort based on proprietary information as mentioned above c.

8. Actions to Increase Competition: The Government conducted market research 26 June 2026 on the subject requirement under the North American Industrial Classification System (NAICS) code 238210. At this time, there is no reasonable expectation that other maintenance service providers will be able to service the equipment due to its proprietary nature. The Government will continue to engage in market research during which time the Government will explore and identify possible alternative solutions for maintenance of the ALCMS System

9. Market Research: The extent of market research conducted was based on the following:

a) Review of recent market research results for similar or identical services. The research was conducted In Accordance With (IAW) FAR part 10. The market research conducted June 2026, on subject requirement under the North American Industrial Classification System (NAICS) code 238210, and the results of this research revealed no contracts suitable for this requirement.

b) Market research clearly established that the Government’s proposed contract will ensure proper ALCMS computer repairs and maintenance service located at Simmons and Mackall Army Airfields, Fort Bragg, North Carolina. Therefore, based on the information above, and IAW FAR 6.103-1, only one supplier can furnish the service given the existing circumstances.

c) In accordance with Defense Federal Acquisition Regulation Supplement DFARS 206.103-170(d), and DFARS Procedures, Guidance and Information (PGI) 206.103-170(d), a request for information or sources
