Section A: General Contract Information

Contracting Activity: 354th Contracting Squadron, Eielson AFB, Alaska

Project/Program Name: Tomographer

Purchase Request/Identification Number: FM500402270031

Estimated Contract Cost (including Options): $86,125.88

Section B: Description of the Supplies/Services Required

High Resolution anterior segment tomographer that is able to image anterior AND posterior corneal surfaces, the anterior chamber, the angle, the lens (whether natural or a prosthetic), and axial length provide detailed analysis for conditions for refractive surgery, cataract surgery, Belin/Ambrosio Enhanced Ectasia, Holloday Report, and corneal optical densitometry evaluate stability versus change over time measure pachymetry (corneal thickness) without breaking social distancing or touching the patients' eyes.

Section C: Justification for Soliciting from a Single Source or Brand Name

After researching, the Medical Group identified two products that would interface with their current software. The only system that meet all of their requirements is the Pentacam AXL. Specifically, testing requirements listed within USAF Corneal Ectasia/Keratoconus Clinical Practice Guidelines dictate Pentacam test results as mandatory for newly approved USAF opthalmologic procedures. There are 2 authorized distributors of the required tomographer located within the United States, Oculus Inc. and Melling Medical. A letter of agreement between these two companies, states Melling Medical as the Sole Source Authorized Distributor of Oculus Products into the Federal Government. GSA advantage was searched to confirm if this was on an existing contract, however the required device is not listed on their GSA schedule. A sources sought was posted from 24 August to 27 August and 2 responses were received, one from Melling Medical, and one from a WOSB that stated they can meet the requirement. FAR 19.1406 requires contracting officers to consider a contract award to a SDVOSB concern on a sole source basis, before considering small business set-asides provided the contracting officer does not have a reasonable expectation that offers would be received from two or more service disabled veteran-owned business concerns. Based on the information provided herein recommend sole source award to Melling Medical a service-disabled veteran owned small business. Additionally, purchasing directly from the distributor will provide the government the best overall value compared to buying through a dealer who will include additional surcharges in their price to account for profit.

Section D: Efforts to Obtain Competition

A sources sought was posted and 2 responses were received, one from Melling Medical, and one from a WOSB, both stated they can meet the requirement. IAW FAR 19.1406, and the market research report, I recommended sole source award to service-disabled veteran-owned small business concern.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Currently there are no other source that meet all of our requirements. In any future acquisitions, we will re-evaluate the market to see if new products have come to market that would also meet our requirements.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
