FY 17 J&A Control #01

DEPARTMENT OF THE AIR FORCE

184TH MISSION SUPPORT GROUP

MCCONNELL AIR FORCE BASE KANSAS

18 Nov 16

MEMORANDUM FOR 184 MSG/MSC

FROM: 184th FSS/FPIR 52955 Jayhawk Drive McConnell AFB, KS 67221

Justification and Approval for Other Than Full and Open Competition

1. This document constitutes justification and approval for other than full and open competition for the acquisition described herein, under the authority of FAR 6.302‐1. It is executed on behalf of 184th FSS/

FPIR.

2. Nature and Description of action being performed.

(Basketball Tournament) The event is hosted at Koch Arena, home of the locally iconic Wichita State University Shockers. The event includes 18 teams from the Greater Wichita Athletic League (GWAL) and matches them up against teams from the Ark Valley Chisholm Trail League (AVCTL). This tournament gives the two leagues the chance to pair up and play the opposing leagues teams in which they do not traditionally play throughout the season. In addition to the basketball teams, the event will also host the teams’ cheer and dance squads, school band, student section, and fans. This event will help market the Air National Guard in the Wichita area as vesting in the local community’s athletics as well as give recruiting access to a large pool of qualified candidates. Currently USD 259 uses this event for college recruiters to see top‐level high school basketball players. The 184th Recruiting Team would like the opportunity for recruiting those same athletes and high schoolers to help meet the manning shortfalls in the 184th Intelligence Wing.

Lastly, the 184th Intelligence Wing has started an initiative with USD 259 to incorporate inner‐city schools as a viable recruiting pool which will then enable a diversification that the Wing has not previously been able to tackle. USD 259 has stated the need for a robust invigoration of technical training, career and college readiness, and monetary ways for education that some kids in these areas don’t have access to.

We believe that the Air National Guard can help meet those needs while continuing to build the requirements needed for the Wing.

3. Description of supplies or services required to meet the Agency’s needs.

The 184th Intelligence Wing recruiting effort is to target an audience that meets several enlisted and officer requirements in order to satisfy our mission at state and national levels. This target audience must meet criteria in reference to height/weight standards, law violations history, age standards and financial history just to name a few. With such a large event we are given a stage to directly target and attempt to satisfy all our recruiting needs with a captured audience. Another added benefit is we also have the opportunity to appeal to a diverse crowd that will provide a means of further diversification throughout our wing which is a major focus within our demographics. Having potential qualified applicants isolated in one location increases our chances of fulfilling our recruiting standards and requirements levied upon our organization by the National Guard Bureau.

Total cost of contract and provided quote: $9,900.

4. Identification of statutory authority permitting other than full and open competition.

a. FAR 13.501, Only one responsible source and no other supplies or services will satisfy agency requirements

b. 10 USC 2304( c )(1)

5. Demonstrate that the nature of the acquisition requires use of the authority cited.

USD 259 is the sole proprietor and source for this venue providing only one option for any direct advertisement for this event

6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practible, including whether a CBD notice was or will be publicized as required by Subpart 5.2, and if not which exception under 5.202 applies.

Due to only one responsible source being available, the contracting office intends to post our Notice of Intent to negotiate with contractor on the approved Government Point of Entry for (5‐10) business days.

7. Determination by the contracting officer that the anticipated cost to the government for the proposed acquisition will be fair and reasonable.

Traditionally the lead advertising cost for this event is in excess of $10,000.00. The initial proposed cost for this event was $13,300.00. This cost was up‐channeled through MSgt Dustin Walker; Program Manager, ANG R&R Advertising (ANGRC); for review and approval. As the program manager MSgt Walker reviewed the advertising package and determined that the reasonable cost for this type of event would be $9,900.00. We proposed that amount to USD 259 and they accepted the reduced amount. Based upon the review of MSgt Walker and his expertise of these events I am comfortable in making the determination that the price is fair and reasonable.

8. Description of market survey conducted and the results or a statement of the reasons that a market survey was not conducted.

A market survey analysis was conducted to determine the return on investment (ROI) of procuring the sole partnership advertising rights with USD 259. Purpose is to further the 184IW and NGB required recruiting goals and mission manning requirements. The following is the ROI data submitted to National Guard Bureau, Recruiting and Retention Advertising Program Manager and approved on 7 November 2016. In accordance with Under Secretary of Defense Memorandum, “Findings and Guidance for Sports Marketing and Advertising Contracts”, dated 14 September 2015, the following was submitted and approved by NGB to fulfill the requirement of establishing metrics by which the success of the event or other deliverables can be measured:

Return on Investment (ROI):

‐KANG logo on all KAKE News Facebook posts: 17K average likes, Twitter followers‐ 86,400 following event via Twitter.

‐30 second KANG spots throughout the month of December with KANG logo advertising the event.

‐Looping name recognition on the bottom of the scoreboard.

The 184IW R&R team will track all recruit leads via lead contact information cards and data will be collected and maintained in excel database reflecting total attendance versus leads received during the tournament. Following the event through FY17/FY18, R&R team will track recruit applicants and document those applicants who were attained via the KANG Basketball Challenge. The data will confirm the ROI (enlistments as a direct result of this advertisement initiative).

On 7 November 2016, the following approved the metrics and ROI requirement IAW Memorandum, USD (P&R), 14 Sep 15, subject: Findings and Guidance for Sports Marketing Advertising Contracts:
