About this file
This is a Sole Source (Including Brand Name) Justification document for the 36th Contracting Squadron at Andersen Air Force Base (AAFB) in Guam. The procurement is for an Instrument Landing System (ILS) glideslope cabinet from Indra Air Traffic Inc., specifically to support the 06L runway. The equipment is critical for maintaining precision approach and departure capabilities, particularly in inclement weather. The justification emphasizes the necessity of using Indra's proprietary software and equipment, as the base already has three existing Indra systems, and introducing components from another manufacturer would create significant compatibility challenges and potential system instability.
The document details that a mobile glideslope is currently operating on the 06L runway, but it was not designed for long-term use in Guam's tropical and corrosive environment. Market research was conducted on 2 Sep 2025 via FPDS, SAM.gov, and sources sought, with one vendor (BHPE LLC) expressing interest but not providing a capability statement. The justification follows FAR 6.302-1 guidelines for sole source procurement, with the contracting officer anticipating making the documentation publicly available within 14 days after contract award. The procurement is intended to restore full mission capabilities and ensure continued safe air operations at this strategically important Air Force base.

Instrument Landing System (ILS) cable assemblies, installation kits, antenna arrays and equipment cabinets are critical items necessary for Andersen Air Force Base's (AAFB) continued operation of its two runways. This equipment will allow continued operations in inclement weather, providing instrument flight rules arrivals and departures.
All glideslope sites must have maintainer adjustable output levels to interface with existing Air Traffic Control (ATC) equipment. Existing system interoperability: AAFB previously purchased three (3) other systems from Indra Air Traffic Inc.(Indra). Ensuring seamless communication and interoperability between all glideslope components is crucial for safe and efficient air traffic control.
A glideslope cabinet from a different manufacturer would be incompatible with our existing Indra systems, resulting in a fragmented and less reliable overall system.
This equipment is essential for the reconstitution of the 06L glideslope and returning full mission capabilities to the 06L runway. Currently a mobile glideslope is operating to allow aircraft to land on 06L, but the system was not designed to operate for long periods of time in a tropical and highly corrosive environment like Guam.
The software utilized to adjust and configure the glideslope output levels is proprietary to Indra. This software is already integrated with and essential for the operation of the existing ILS systems currently in use at AAFB. Introducing components from another manufacturer would necessitate developing entirely new software interfaces and protocols to interact with the existing Indra-based systems.
Proprietary Maintenance and Support: The technical orders (TOs) governing the operation and maintenance of the glideslope equipment mandate the use of Indra's proprietary Performance Monitoring and Diagnostic Tool (PMDT) software. This software is essential for diagnostics, calibration, and preventative maintenance. Utilizing a different manufacturer's equipment would render the existing PMDT software unusable, requiring a complete overhaul of maintenance procedures and potentially negating the effectiveness of our technical staff. This would result in a system that is unmaintainable and non-operational leading to increased down time and reduced mission readiness.
Without the glideslope, we lose the precision approach and departure for aircraft, limiting the number of aircraft that can land and take off. Additionally, during any inclement weather, no aircraft can safely use the 06L Runway due to having no functional precision approach and departure.
Failure to procure the required glideslope cabinet and ensure precision approach and departure on runway 06L will have a severe and detrimental impact to AAFB's ability to project air power across the theater. This situation is unacceptable given the strategic importance of AAFB.

FAR 6.302-1 - 10 USC 3204(a)(1), Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements
Indra uses proprietary software to monitor and perform maintenance on the ILS equipment. There are three (3) other Indra systems currently operational on AAFB. Integrating a glideslope cabinet from a different manufacturer would introduce significant compatibility challenges, potentially requiring extensive and costly replacement of the entire ILS or modifications to existing systems to ensure proper communication and functionality. This carries a high risk of system instability and performance degradation.
Researching, FPDS.gov, DSBS.gov, SAM.gov, and GSA revealed no positive results on ILS cable assemblies, installation kits, antenna arrays and equipment cabinets (glideslope) that is compatible with the existing system being used by the 36 OSS. The software utilized to adjust and configure the glideslope output levels is proprietary to Indra. This software is already integrated with, and essential for the operation of the existing ILS systems currently in use at AAFB. Given this information, there is no opportunity for other manufacturer parts for this requirement
Contracting Activities will be required to make an individual determination of price fair and reasonableness in accordance with (IAW) FAR 13.106-3(a) (simplified acquisitions) prior to the award. The Contracting Officer anticipates being able to determine and obtain a fair and reasonable price based on a comparison of the proposed price with prices found reasonable on previous purchases.
Market research was accomplished by 36 CONS on 2 Sep 2025 via FPDS, SAM.gov and sources sought.
36 CONS posted a sources sought on SAM.gov, inviting all responsible sources to submit a capability statement for the consideration of the Government to determine whether to conduct competitive procurement. One (1) vendor, BHPE LLC, expressed interest on 27 Aug 2025, but did not provide a

A search was also conducted to see if there were any other procurements of this specific system within the Air Force that could contradict this requirement being a sole source to reduce the competitive barriers. This search was conducted in FPDS and SAM.gov, and all contracts found were awarded to Indra Air Traffic, Inc within the last 3 years.

The environment for ILS glideslope's is such that most purchases must be supported by a sole-source J&A to meet customer requirements. It is anticipated that 36 OSS ability to effectively continued operation of its two runways, and associated services will continue to be a sole source requirement due to Indra AT, is the sole and exclusive owner of the software. This software is already integrated with, and essential for the operation of existing ILS systems currently in use at Andersen Air Force Base.
In accordance with FAR 13.501(a)(iii), the justification shall be made publicly available within 14 days after contract award. This justification shall be made publicly available via the System for Award Management Website (https://sam.gov). Responses received from capable and interested vendors, as a result of that posting, will be considered for future ILS glideslope purchase.
