About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) for a sole-source award under the $10 million contract value threshold.
The contracting activity is the 22d Contracting Squadron at McConnell Air Force Base, operating under Air Mobility Command. The Air Force seeks to award a delivery order on a sole-source basis to Philips Corporation Inc. for one Dual Chamber Radiant/Convection DEF-DC-RH-181248/2000-CH-241648/1200 heat-treat oven and one upgrade kit, with delivery and installation costs also included. The equipment is required to support the Metal Technology Shop's mission of heat-treating aerospace components fabricated from aluminum, PH stainless steel, titanium, and ferrous alloys in compliance with AMS2750 and Technical Order 1-1A-9 specifications. The justification cites 10 U.S.C. 3204(a)(1) as the statutory authority, asserting that only Philips Corporation's product can simultaneously meet the combined technical and accuracy requirements mandated by the two standards, which are critical for flight-safe components. Market research confirmed no other capable vendors, including small businesses, exist through web searches, industry catalog reviews, GSA Advantage, or the AbilityOne program. The contracting officer certified the acquisition as accurate and complete on 24 April 2026. To overcome competitive barriers, the Air Force plans to post a Notice of Award via SAM.gov with the sole-source J&A attached to encourage other vendors to develop compliant products.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: Air Mobility Command Contracting Activity: 22d Contracting Squadron, PKA
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a Delivery Order on a sole source basis to Philips Corporation Inc. for a Heat-Treating furnace system designed specifically for military aircraft maintenance heat treating of aluminum, PH stainless, titanium, ferrous alloys that meets AMS2750 & TO 1-1A-9 qualification requirements in support of the Metal Technology Shop. This justification is made on an Individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
One Dual Chamber Radiant/Convection DEF-DC-RH-181248/2000-CH-241648/1200 Heat-Treat oven and one upgrade kit priced at xxxxxxxxxxx and xxxxxxxxxxxx is required in order to continue mission functions at 22 MXS as well as improve turn around time for metal Heat Treating as two units are using one Oven currently. In addition to the product costs, total delivery is estimated at xxxxxxxxxxx.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Utilizing sole-source authority is necessary as only the heat treat oven mentioned above can simultaneously meet the requirements of Technical Order 1-1A-9 and AMS2750. These combined standards dictate exacting temperature uniformity and system accuracy that are critical for flight-safe aerospace components. The integration required to consistently achieve this level of certified performance means no other manufacturer's product will satisfy the agency's minimum needs. A letter dated 01 January 2022, from Delta H Technologies states that Philips Corporation is the sole distributor of Delta H furnaces and ovens. Therefore, the single company with a proven and compliant system is the only responsible source, making a sole-source award essential.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market research indicates the product is available from only one vendor, who holds an existing contract on GSA Advantage. This item is not available through any mandatory sources. To locate additional sources, market research was conducted through web searches and a review of industry catalogs. No other capable vendors, including small businesses, were identified through this process. A review of the AbilityOne program confirmed that the required services cannot be provided through this program. Therefore, the outlook is limited to a single vendor.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
McConnell AFB currently has KC-135 and KC-46 aircraft which require parts to be fabricated from raw material if the Air Force or Boeing supply channels do not have the parts available when we order them. At that point Metals Technology gets approval from Air Force Engineering to fabricate the requested parts. Parts are fabricated from soft material and heat treated to the required specification Per TO 1-1A-9 and AMS2750. Both air frames utilize parts made from Aluminum and Ferrous Alloys. Also, the KC-46 has numerous parts made out of Titanium which requires an Inert Atmosphere where a Gas Tight Chamber is required.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
A Notice of Award will posted via SAM.gov, with Sole Source J&A attached, to encourage vendors to sell or make products that meet the above requirements.
