About this file
This is a Sole Source (Including Brand Name) Justification document for Simplified Procedures for Certain Commercial Items, dated July 2025.
The 20th Contracting Squadron at Shaw Air Force Base, South Carolina, is acquiring a complete Unify OpenScape communications system for the 20th Fighter Wing Command Post to support both primary and alternate operating locations. The requirement includes engineering, furnishing, installation, and testing of multiple controller positions with touchscreen console workstations; integration with UHF, HF, and Land Mobile Radio systems; upgrade of voice recording capabilities; and full integration with the existing base VoIP infrastructure via SIP connection. The contractor must perform site survey, design, installation, system setup, testing, cutover, training, documentation, and provide a one-year system warranty upon acceptance, plus two optional years of follow-on maintenance and support. The acquisition is being conducted as a new contract for supplies under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1 (Only One Responsible Source), with justification Type marked as Individual.
The Government justifies sole-source procurement based on Unify Inc. being the sole manufacturer of the OpenScape system, which is the standardized communications platform used across all Department of Air Force CONUS Command Posts. MCS of Tampa, Inc. is identified as the only authorized "Master Service Provider" certified by Unify to install, integrate, and maintain OpenScape Xpert systems. Market research conducted per FAR Part 10, including review of prior Air Force acquisitions and coordination with Mitel (parent company of Unify Inc.), confirmed no other vendors possess the required proprietary access and certifications. The Contracting Officer will determine price reasonableness in accordance with FAR Part 12 using historical pricing comparisons and SAM.gov data.

Unify Inc. is the sole manufacturer of the OpenScape system, which is the standardized communications platform utilized across all DAF CONUS Command Posts. The OpenScape system is proprietary, JITC-certified, and listed on the DISA Approved Products List (APL). Air and Space Force Command Posts are standardized on this platform to ensure interoperability, continuity of operations, and compatibility with existing systems. Use of any alternative system would result in incompatibility with current infrastructure, loss of existing warranties, and unacceptable operational risk. MCS of Tampa, Inc. is the only authorized “Master Service Provider” certified by Unify to install, integrate, and maintain OpenScape Xpert systems.
This certification requires completion of Unify’s proprietary training and provides exclusive authorization to perform installation and maintenance. Without this certification, vendors are not authorized to access or support the system. Due to the proprietary nature of the system and the exclusive authorization of MCS of Tampa, Inc., no other contractor is capable of meeting the Government’s requirement.
