About this file

This is a sole-source notification document issued by an Oregon state or local government agency for Itron Managed Services related to Advanced Metering Infrastructure (AMI) meters. The document establishes the procurement approach for obtaining managed services associated with AMI meter systems. The sole-source justification indicates that the agency has determined that only Itron possesses the specialized expertise, proprietary technology, and existing system integration capabilities necessary to provide these managed services without competitive bidding. The contract will encompass ongoing management, maintenance, monitoring, and support services for the AMI meter infrastructure already deployed or planned for deployment within the agency's jurisdiction.

The sole-source procurement method allows the agency to proceed directly with Itron without conducting an open competitive bidding process, based on the determination that this vendor offers unique capabilities that cannot be readily substituted or obtained from alternative sources. This approach streamlines the procurement timeline and leverages the existing relationship and system compatibility with Itron's AMI platform. The contract terms, pricing structure, and service level requirements would be negotiated directly between the agency and Itron, with specific details regarding compensation, performance metrics, and contract duration to be established through this direct engagement process.

In accordance with ORS 279B.075, NWCPUD may award a contract for goods or services without competition when the General Manager and/or his designees, after reviewing findings of fact, determines that the goods or services or class of goods or services, are allowable as sole-source and exempt from bidding. Determination must be based on written findings that may include:

(a) ☐That the efficient utilization of existing goods requires the acquisition of compatible goods or services;

(b) ☐That the goods or services required for the exchange of software or data with other public or private agencies are available from only one source;

(c) ☐That the goods or services are for use in a pilot or an experimental project;

or

(d) ☐Other findings that support the conclusion that the goods or services are available from only one source, or
