Background The Substance Abuse and Mental Health Services Administration (SAMHSA) is the agency within the U.S.
Department of Health and Human Services (HHS) that leads public health efforts to advance the behavioral health of the nation and to improve the lives of individuals living with mental and substance use disorders (SUD), and their families. Behavioral health is a serious and complex public health issue, affecting nearly every community in the nation. The 2022 National Survey on Drug Use and Health (NSDUH) shows that 168.7 million individuals 12 and older used a substance (tobacco, alcohol, and/or illicit drug) within the past month. Additionally, 59.3 million adults had a mental illness within the past year.
To address this challenge, SAMHSA administers hundreds of grant programs designed to provide resources to behavioral health providers to administer much needed mental health and substance use treatment. SAMHSA has identified five priority areas to better meet the behavioral health care needs of individuals, communities, and service providers. The five priority areas are:
• Preventing Overdose
• Enhancing Access to Suicide Prevention and Crisis Care
• Promoting Resilience and Emotional Health for Children, Youth and Families
• Integrating Behavioral and Physical Health Care
• Strengthening the Behavioral Health Workforce
The Patient and Affordable Care Act of 2010 and the Health Care and Education Reconciliation Act of 2010 recognized that prevention, early intervention, and treatment of mental health and substance use treatment are integral to improving and maintaining overall health. To address the national drug issue, government policymakers and program managers at the federal, state, and local levels are constantly examining programming to ensure better outcomes are achieved, while also controlling cost and healthcare utilization. The provisions in the Affordable Care Act build on the Mental Health Parity and Addictions Equity Act (MHPAEA) and expanded mental health and substance use treatment benefits, and federal parity protections, to an estimated 62 million Americans.
