DESCRIPTION OF REQUIREMENT
The determination by the Government to make this a single-sole source requirement is based upon the market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that the Center for Health Care Strategies is the only responsible source available and familiar with the SAMHSA’s requirement for the Children’s Faces of Medicaid study. Due to the extremely specialized nature for the study that examines use of Medicaid for mental health and substance use services among children and youth across all states. The study will generate multiple analyses, including a more extensive analysis of substance use services as states expand Medicaid coverage of substance use disorders (SUD) for adolescents and for the 21-26 (early and periodic screening, diagnostic, and treatment (EPSDT) population and the young adult population) year age group. The analyses will examine key topical areas such as: various mental health and substance use services provided in multiple settings, including the foster care system; racial/ethnic disparities and disproportionality in the use of services and psychiatric and substance use medications which is not tracked by most states when examining child/youth behavioral health services use in Medicaid; and the impact of increasing integrated physical and behavioral health care and ending behavioral health care carve outs for children/youth.
Background The Faces of Medicaid study, conducted by the Center for Health Care Strategies (CHCS) since 2005, focuses on specific health and behavioral health conditions among Medicaid beneficiaries, patterns of service use, and costs. The results of the study are turned into Faces of Medicaid publications by CHCS to better inform state and health plans of the Medicaid population and identify new opportunities to improve care, enhance outcomes, and control spending.
The United States devotes more than $200 billion to care and treatment of mental health conditions and substance use disorders. About half of this spending is from the private sector and half from the public sector, with Medicaid remaining the largest payer of behavioral health services. To understand the utilization and expenditure patterns nationally as well as by States, SAMHSA and its partners rely on data and analysis to identify changes related to mental and substance use disorders service use and expenses. One area where data and analysis are needed relates to children and youth in Medicaid.
The Children’s Faces of Medicaid study was designed to analyze how expenditures are distributed across behavioral health service types and how patterns of behavioral health care use and expense differ for children across: 1) Medicaid aid categories (including Temporary Assistance for Needy Families recipients, children who are eligible for SSI-based Medicaid coverage), children in foster care); 2) gender;
3) age; and 4) race and ethnicity.
Purpose and Objectives The purpose of this contract is to secure a sole-source award with Center for Children’s Faces of Medicaid study. The study that examines use of Medicaid for mental health and substance use services among children and youth across all states.
Anticipated Period of Performance Base Year: September 2024 - September 2026
