About this file
This notice of intent to sole source announces the Substance Abuse and Mental Health Administration's plans to award a contract to the Global Leadership Exchange without competition. The contract would provide membership fees and annual dues for SAMHSA to maintain its membership in GLE, a professional organization for behavioral health leaders in seven English-speaking countries. The contract would have a base year of May 2024 through May 2025 and four option years through May 2029. Interested parties may identify their capability to fulfill the requirement by March 27, 2024 by submitting information to Ahmed.Hassan@samhsa.hhs.gov, including unit pricing, delivery period, payment terms, and business registration details. The determination to award non-competitively is based on market research finding that GLE provides unique member services not available elsewhere to support priorities like access to care, treatment, and international collaboration on behavioral health issues.

DESCRIPTION OF REQUIREMENT
The determination by the Government to make this a single-sole source requirement is based upon the market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that GLE provides unique member services that are not available through any other source. SAMHSA’s membership with the GLE supports the Interdepartmental Serious Mental Illness Coordinating Committee’s (ISMICC) focus areas of Access and Engagement, Treatment and Recovery:
Close the Gap between What Works and What is Offered, and Develop Finance Strategies to Increase Availability and Affordability of Care. SAMHSA’s membership in the GLE also provides a mechanism and venue for US providers and SAMHSA staff to work with colleagues from other countries on various behavioral health priorities, including mental health leadership, inclusion, and integrating behavioral health into primary care, through conferences and member exchanges.
Background The Substance Abuse and Mental Health Services Administration (SAMHSA) is a founding member of the Global Leadership Exchange (GLE) [formerly the International Initiative for Mental Health Leadership (IIMHL)], a professional organization for behavioral health leaders and providers in seven English-speaking countries including the United States, England, New Zealand, Canada, Australia, Scotland, Ireland, and Sweden. GLE offers technical assistance to these countries in adapting to rapid changes in the field and identifying and adopting evidence-based practices. It also fosters and supports a network for behavioral health leaders and providers in these countries.
Purpose and Objectives The purpose of this contract is to secure a sole-source award to GLE to cover SAMHSA’s annual membership for its inclusion as a full-member.
Anticipated Period of Performance Base Year: May 2024 - May 2025 Option Year1: May 2025 - May 2026 Option Year2: May 2026 – May 2027 Option Year3: May 2027 – May 2028 Option Year4: May 2028 – May 2029
Scope The GLE is a unique, and the only, international collaborative that focuses on improving mental health and addictions services. The GLE is a collaboration of eight countries: Australia, England, Canada, New Zealand, Republic of Ireland, Scotland, United States and Sweden. The GLE provides an international infrastructure to identify and exchange information about effective leadership, management and operational practices in the delivery of behavioral health services. It encourages the development of organizational and management best practice within mental health, addiction, and disability services through collaborative and innovative arrangements among leaders. This requirement will provide SAMHSA with all the continued benefits and technical assistance that membership with GLE entails.
