NAME).

The Substance Abuse and Mental Health Administration (SAMHSA), Division of Contract Management (DCM) on behalf of the Office of Financial Resources (OFR), intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to the International Business Machine Corporation (IBM) 10 North Drive, Hopewell Junction, New York 12533 for the IBM Cognos Platform subscription to continue the operation of the Execution Reporting System (ERS) used to manage spending plans and budget reporting.

STATUTORY AUTHORITY FAR 6.302-1

This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

DESCRIPTION OF REQUIREMENT

The determination by the Government to make this a single-sole source requirement is based upon the market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that IBM is the software developer of IBM Cognos Platform which is the required software needed to complete this requirement. IBM Cognos Platform is a web based integrated business intelligence suite developed by IBM that provides a toolset for reporting, analytics, score carding, and monitoring of events and metrics.

Background Software license by IBM Cognos Platform is necessary to continue the operation of the Execution Reporting System (ERS) used by the Office of Financial Resources (OFR) to manage Spend Plans and Budget Reporting. ERS has been in production since 2018 and provides critical mechanism for OFR to close out the budget and reporting for the fiscal year within the first week after September 30 or right on last day of the fiscal year. Prior to 2018, OFR was using Excel as a means of executing the budget and closing out for the year which was cumbersome and time consuming.

Purpose and Objectives The purpose of this contract is to secure a sole-source license software with IBM for its Cognos Platform subscription to continue the operation of the Execution Reporting System used to manage spending plans and budget reporting for OFR.
