Sole Source Intent

MCIPAC Regional Contracting Office intends to award a sole source contract.to:

Plexsys Interface Products, Inc 4900 NW Camas Meadows DR Camas, Washington 98607-7684, United States

This procurement action is being conducted under FAR part 13.106-1(b)

The proposed award is for the lease of Advanced Simulation Combat Operations Trainer (ASCOT) system. This purchase provides for hardware,software and the aid of subject matter experts to support setup, training, and scenario development.

The North American Industry Classification System (NAICS) Code for this requirement is 336413 -Other Aircraft Parts and Auxiliary Equipment Manufacturing

This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists, and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice.

Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient to determine that a comparable source to the government is available.

A determination by the government has been made to not compete this proposed contract based upon any responses to this notice. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements.

DESCRIPTION OF SUPPLIES/ SERVICES:

1.1. Introduction and Background. Aviation Command & Control (AC2) simulation generation, training system and a tactical Distributed Interactive Simulation (DIS) voice communications system is requested to support MACG-18 in upcoming MISTEX January 2023. The Advanced Simulation Combat Operations Trainer (ASCOT) 5 will be provided with three ASCOT Driver Station Modules and the sonomarc communication software/hardware system supporting 3 sites on Okinawa, Japan. PLEXSYS will also provide 2 Subject Matter Experts onsite to support setup, training, and scenario development.

1.2. Scope of Work and Objective. Marine Air Control Group 18 requires a simulation generation system to support the AC2 combat operations training for upcoming exercise MISTEX from 12 – 22 January. The simulation system provides real time generation and control of the joint virtual battle space for warfighter training. Pre-scripted air, land and maritime entities can be taken over and dynamically controlled within a simulated scenario that is injected into organic Marine Corps AC2 tactical equipment. The system will provide the ability to create, save and play back scenarios for debriefing and planning purposes.

1.3. Period of Performance. The period of performance of this contract is 12 – 22 January

2.0 Place of Performance. The requirement will be located at Bldg 682, MCAS Futenmna, Okinawa, Japan. The contractor will be responsible for delivery of all equipment and retrieval of all workstations and equipment at the conclusion of the exercise 12 January 2023.

3.0 Technical Requirements (Description of Work / Tasks) The contractor shall provide a scenario development and creation capability and support personnel of MACG-18 so that the Marine operators can develop and war-game the scenario in preparation and throughout the exercise. The control provides an actual Aviation Command and Control combat operations simulation generation system with support personnel who will setup and operate the system from 12-22 January 2023 in support of configuration and installation of the system on the government network, equipment checks and exercise execution.

4.0 Delivery or Deliverables : The contractor will provide (2) workstations, all interconnection cabling and interface hardware specific to the simulation generation system and all required technical support during basic training of the simulation system and over the shoulder instruction to operators from 12 to 22 January 2023.

6.0 Government Furnished Facilities, Equipment, Services and/or Information.

MAC-18 will provide secure facilities for operators to develop and war-game the scenario using the contractor’s scenario development and creation capability. We will provide all necessities to display the scenario as well as classified hard drives when required. The tactical equipment needed to run and distribute the AC2 includes network infrastructures, routers, switches and Ethernet cables.
