HRCI is the credentialing organization for the human resource profession. Professional in Human Resources (PHR) and Senior Professional in Human Resources (SPHR) certifications offered by HRCI are the only generalist HR certificates that have been validated by the Navy’s Human Resources officer community.

Human Resource Center of Excellence under Center for Service Support (CSS) Newport, RI, requires procurement of a quantity of up to 60 PHR and 10 SPHR exam voucher codes. Exams are bought for the instructor-led and self-paced Certification Preparation Program (CPEP).

Instructors for CPEP are contracted, contract number N0018921PG023. Per the contract, contractor provided preparation sessions must provide focused preparatory review and test sessions that will enhance student’s ability to take and pass the PHR/SPHR exam.

Professional in Human Resources (PHR) and Senior Professional in Human Resources (SPHR) certifications offered by HR Certification Institute (HRCI) are the only generalist HR certificates that have been validated by the Navy’s Human Resources officer community. The HRCI certifications are independently accredited by the National Commission for Certifying Agencies

(NCCA) for demonstrating compliance with the NCCA Standards for the Accreditation of Certification Programs. NCCA is the accrediting body of the Institute for Credentialing Excellence (formerly the National Organization for Competency Assurance).

Per Navy Personnel Command Community Values Brief (https://www.mynavyhr.navy.mil/Portals/55/Boards/Active%20Duty%20Officer/documents/FY22 _Act_Community_Briefs-Line.pdf?ver=otmOiyKxSNoxReuSbCokPA%3d%3d), which must be approved by the Secretary of the Navy, obtaining the PHR or SPHR is a Navy Human Resources officer community value. Successful attainment SHRM-CP and SHRM-SCP are not listed on the brief, and are therefore not considered a Navy Human Resources officer community value.

SHRM-CP and SHRM-SCP do not hold the same value to the Navy, and to the Navy Human Resources officer community as attainment of the PHR and SPHR. The Navy officially recognizes attainment of the PHR and SPHR through an Additional Qualification Designator (AQD) per the Manual of Navy Officer Manpower and Personnel Classifications Volume I Part D (http://www.public.navy.mil/bupers-npc/reference/noc/NOOCSVOL1/Documents/Manual%20I%2064_PT_D%20(AQD).pdf). The Navy does not provide an AQD for attainment of SHRM-CP or SHRM-SCP, showing that the SHRM and HRCI exams are not considered interchangeable by the Navy.

Since SHRM-CP and SHRM-SCP are not considered equivalent or interchangeable by the Navy, they are not suitable in place of the PHR or SPHR.

The requested material or service represents the minimum requirements of the government.

The material/service must be compatible in all aspects (form, fit, and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

Individuals will be testing at off site centers. Vendor supplies codes via excel spreadsheet currently accessible on existing HRCOE systems.
