SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION

THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1)

NEEB2000-20-00866

1. Contracting Activity:

The National Environmental Satellite Data and Information Service (NESDIS) Wallops Command and Data Acquisition Station (WCDAS) 35663 Chincoteague Road Wallops Island, VA 23337and NESDIS Chief Financial Officer/Chief Administrative Officer Headquarters Field Delegate

2. Describe the supply or service to be acquired and the total estimated dollar value:

To ensure the safety of personnel working at the Wallops CDA Station, a hazard warning public address system is being procured to connect to the NASA Wallops Flight Facility ECHO Hazard Warning System. The expected delivery for this acquisition is four (4) to six

(6) weeks. A firm fixed price award is anticipated and the estimated purchase price is

$xxxxxxxx.

3. Identification of the single source or the brand name to be solicited.

Commtronics of VA (subsidiary of Whelen)

1901 East Whitehill Road; Prince George, VA. 23875

7401 Jefferson Davis Highway; Richmond, VA. 23237

POC - Gene Barnes

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

a. Brand Name- This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

The Commtronics of VA is an expert manufacturer of mass notification equipment. This company (a subsidiary of Whelen) designed and installed the ECHO Hazard Warning system at the NASA Wallops Flight Facility (WFF). In order for NOAA to receive hazard warnings over NASA’s Whelen 3 Stack Siren Speaker Array, the station is required to adhere to NASA’s technical and IT standards. This system will tie into the NASA warning system and will receive NASA information for dissemination to NOAA personnel at WCDAS. Hazard warnings received at the NASA WFF Weather Office are wirelessly transmitted and broadcast over the Whelen 3 Stack Siren Speaker Array to this wireless system. This system will be integrated into the existing NASA WFF equipment with no interfacing to NOAA IT systems. The funding associated with this sole source procurement will allow the Wallops system to integrate into the NASA system, inclusive of the WALLOPS Station. Without this sole source, the agency would be required to increase spending to engineer a new solution, expend multiple hours integrating the system to NASA’s system and then would require a maintenance contract to ensure the system was upgraded regularly over time to ensure the safety of the Wallops staff working in the antenna field.

While Wallops community site-wide severe weather alerts via the Emergency Warning System and Intercom system will continue, as always, individual severe weather notifications are available via ECHO Weather Alert text/e W mail messages. Weather events announced include

Tornado Watches & Warnings, Lightning Advisories & Warnings, Severe Thunderstorm

Watches & Warnings, and High Wind Advisories.

b. Compatibility to existing systems or equipment – The required supplies must be compatible in all aspects (form, fit, and function) with the NASA WFF existing equipment and the source is uniquely qualified to meet the requirements.

c. Other- Only one source is capable- This procurement will enable 24/7 hazard notifications on the WCDAS site which is integral to safety of Station personnel.

5. Market Research-

Market research consisted of website searches in GSA Advantage, GSA eLibrary, Small

Business Dynamic Search, and Previous Purchases.
