About this file

This document is a Sole Source Justification for the procurement of one Hewlett Packard Enterprise (HPE) Edgeline EL8000 Server by the United States Marine Corps (USMC). The USMC's Marine Corps Tactical Systems Support Activity (MCTSSA) requires this server to facilitate cyber assessment testing and hardening efforts in a virtual environment. The server was previously part of a bailment agreement between HPE and MCTSSA, and is now required to evaluate Combat Data Network server enhancements and interaction within a proposed Marine Littoral Regiment network. The USMC is soliciting this requirement under Solicitation Number M68909-24-Q-7630 as a sole source procurement, as the HPE Edgeline EL8000 Server is essential to ensure compatibility with existing software and hardware and achieve the necessary performance and operational requirements.

MEMORANDUM TO THE FILE

SUBJECT: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN

ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

FY24 HPE Edgeline EL8000 Server

I. BACKGROUND:

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

Marine Corps Tactical Systems Support Activity (MCTSSA) provides test and engineering support services for Marine Corps Command, Control, Communications, Computers, Cybersecurity, and Intelligence (C5I) systems throughout their acquisition lifecycle. As part of Marine Corps Systems Command (MARCORSYSCOM), MCTSSA conducts testing and evaluation for Marine Corps major weapon system Programs of Record (POR).

MCTSSA’s Test and Engineering Division (TED) performs Program Engineering, Developmental, Cyber, Shipboard, and concept-based testing and experimentation of existing and emerging USMC C5I systems in support of the acquisition community and the naval enterprise. As part of its diverse mission set, TED has a requirement for one (1) Hewlett Packard Enterprise Company (hereafter “HPE”) Edgeline EL8000 Server to facilitate future cyber assessment testing and hardening efforts in a robust virtual environment.

The HPE Edgeline EL8000 Server identified in Table 1 was part of a bailment agreement (Bailment No. M67854-22-L-2063) between HPE and MCTSSA from 23 September 2022 to 1 April 2023. The server is required to evaluate Combat Data Network server enhancements and interaction within a Marine Littoral Regiment’s proposed network.

MCTSSA’s HPE Edgeline EL8000 Server requirements are outlined in Table 1 below:
