About this file

This is a Sole Source Justification and Public Notice Form submitted by the City of Sandy Springs, Georgia, for a procurement of remote corridor monitoring, detection, and reporting technology from Miovision Technologies. The City's Public Works Department is seeking to procure signal detection compatible with the City's SCOOT adaptive traffic signal program, including a Core DCM, SmartView 360 Camera, Universal SmartView 360 extension with bracket, Miovision Detection Plan, and Miovision Counts. The sole source posting was made on September 11, 2026, with a public challenge period closing on September 16, 2026, at 12:00 p.m. The estimated contract value is $199,983.00.

The justification for sole source procurement is based on Transportation Control Systems being the sole approved distributor for Miovision One and Opticom in the State of Georgia. The City's market research identified significant deficiencies with alternative vendors, including loss of local Southeast distributor support affecting inventory availability and lead times, durability concerns with certain detection devices, incompatibility with lane-by-lane traffic volume requirements, and cost disadvantages compared to the Miovision solution. An Original Equipment Manufacturer (OEM) letter from Miovision Technologies dated July 30, 2026, confirms Transportation Control Systems' exclusive distributor status, though Miovision reserves the right to change distributors at its sole discretion. Edward S. McAdoo III, Senior Buyer for the City, certified the accuracy of the sole source determination.

Miovision and includes a Core DCM, SmartView 360 Camera, Universal SmartView 360 extension with bracket, Miovision

Detection Plan, and MioVision Counts

Exclusive Capabilities

Describe the vendor's proprietary, specialized, or otherwise exclusive capabilities that make the vendor the only practical source.

Transportation Control Systems is not the manufacturer or owner of either product. Instead, Miovision has designated TCS as its sole approved distributor in Georgia for both Miovision One and Opticom.

Market Research / Basis for Sole Source

Briefly describe the steps taken to determine whether other vendors can meet the City's need.

Staff within the Public Works Department sent correspondence to several vendors to determine their ability to provide components compatible with the SCOOT system.

Several deficiencies were identified with the available alternatives. These included the loss of a Southeast distributor, which could affect local support, inventory availability, and lead times. Concerns were also identified regarding the durability of certain detection devices due to device failures. Additionally, one proposed device does not provide the required lane-by-lane traffic volumes. Another proposed device is compatible with the existing system but is relatively expensive compared to other alternatives.

The decision to pursue a sole-source procurement is based on Transportation Control Systems being the sole approved distributor for Miovision One in the State of Georgia and the sole approved distributor for Opticom in the State of Georgia. This distributor designation is subject to change.
