FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR LIMITED
COMPETITION/SIMPLIFIED ACQUISITION
JUSTIFICATION AND APPROVAL FOR
ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
I hereby determine that the 24/7 air conditioning/heating and emergency, generator-fueled electrical power in the newly designed operations center is available from only one source, and competition is precluded as there are no substitutes available.
1. This acquisition is restricted to the following sole source:
Company: NGPV Jacksonville, FL LLC
Company Address: 1650 Tysons Blvd, Suite 1500, McLean, VA 22102
Company Point of Contact and Phone Number: Mechelle Downing, 904-861-1118, Mechelle.Downing@colliers.com; Travis Riley, 904-699-4978, Travis.Riley@colliers.com
2. The 24/7 air conditioning/heating and emergency, generator-fueled electrical power in the newly designed operations center is estimated to cost $53,791.28 and is required to be performed by 9/30/2021.
• Jacksonville needs one new 72,00 BTU heat pump split system, to include one 72,000 BTU Y-Series Heat pump Condenser and one 72,000 BTU ducted air handler.
They will need to be installed and integrated into our existing HVAC system with all additional parts and services to include roof stands, duct work, air distribution, refrigerant and condensate piping, a thermostat, a control wing, labor, systems evacuation, and start-up. The Mitsubishi 72,000 split pump heat system meets these requirements.
• Jacksonville needs 10 additional dedicated generator-backed circuits installed on the fourth floor of the Jacksonville Field Office, and one new 277 VAC circuit for lighting installed in the new room. This also requires new red 20 Amp, 120 VAC duplex receptacles in areas where current system furniture is not used, and three pole 20 amp breakers installed where current system whips are used. The Panel RPND circuits meet these requirements.
