About this file

This document is a Justification for Other Than Full and Open Competition under FAR Subpart 6.302-1(ii) for the procurement of transportation services for inmate releases from the United States Penitentiary (USP) in Jonesville, Virginia.

The agency, the Federal Bureau of Prisons (BOP), has determined that the services provided by Flixbus North America are highly specialized and that no other vendors are available in the area to meet the requirement. The estimated value of the services is $40,000. The BOP conducted market research but was unable to identify any other potential sources for the required transportation services. The Contracting Officer has determined that the anticipated cost will be fair and reasonable.
