About this file
This document is a Justification for Sole Source procurement from $10,000 to $250,000. It details the purchase of two freeze seal portable units to replace and modernize existing equipment used by the Navy for freezing pipes on ships and submarines. The key details are:
The requested units are Navy certified and widely used at other shipyards. Competing units use a refrigerant (R290) that is flammable and cannot be used on naval vessels per COMNAVSAFECOM guidance. The requested units use nickel heads which are more durable for low temperature environments compared to alternative materials. The new units are more compact and portable compared to the existing oversized equipment, reducing the need for ancillary support equipment. The total estimated cost is not provided. The justification cites compatibility with existing systems and the lack of acceptable substitutes or competition as the reasons for a sole source award to the manufacturer, Spectronics Corporation.

(1) Description of item or service required:
Purchase two freeze seal portable units to replace and modernize bulky existing equipment
(2) Estimated cost:
(3) Required delivery date:
Specific characteristics of the material or service that limit the availability to a soul source or particular brand name (unique features, function, of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion or other sources:
The requested unit is Navy certified for the specific task to freeze pipes on-board ships and submarines and is currently widely used at other Shipyards throughout the Navy. Some competitor rivals within the industry use a refrigerant R290 within the unit which would disqualify purchasing the equipment because the refrigerant can't be used on-board ships, submarines and other US Naval vessels IAW COMNAVSAFECOM NORFOLK VA Notam dated 21 Sep 23 since this refrigerant is propane it is flammable and can potentially cause fires. This unit uses nickel heads which is the most ideal metal for low temperature environments. Comparable units use aluminum-magnesium or titanium heads although are suitable for this type of use they are less dependable
The requested material or service represents the minimum requirements of the Government.

The material/service must be compatible in all aspects (form, fit, and function) with the
Yes No existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interfere with the existing system:
Current equipment used is an oversized dehydrator unit that's mounted top side that creates a cold air style vortex that's transferred through piping that's ran from this unit down into the submarine to the jobsite. Shore power provides the electrical source to run the dehydrator to create this process. The pipes carrying the cold air is connected to specific piping that requires freezing using metal insulated collars to protect pipe from busting. The new unit is a modernized version of doing the same process. This is a self-contained unit that uses a refrigerant to create cold instead of a air vortex and the unit is portable that it's brought to the job site and the only thing top side is a back up generator that will only be used when shore power fails and the external power source to hold the freeze so work isn't inhibited Also, the bulky collars and external equipment is no longer needed because this unit can provide the same results using less material so money is being saved by not having to purchase replacement material when the
