About this file

This document is a Sole Source Determination and Justification from the Oregon Department of Fish and Wildlife (ODFW) for the development of a wolf Integrated Population Model (IPM) with interface, monitoring protocols, establishment of a server-based software system for real-time wildlife data analysis, and a model report. The reason for the sole source procurement is that the products are unique to Speedgoat, the contractor, and no other source is available to deliver the requested items. This is a one-time contract with a total value of $144,000 and a completion date of June 30, 2026. The determination is based on the contractor's compatibility, exchange of software or data, the project being an experimental pilot, and the unique design and availability of the requested products.

The pricing for this sole source procurement is $144,000. There are no set-asides, and the current incumbent is Speedgoat, which has produced similar products for ODFW in the past. The funding for this project is through an approved grant, and there are no other salient financial details provided.

SOLE-SOURCE DETERMINATION & JUSTIFICATION

FOR SUPPLIES AND SERVICES

To: Contract Services

From: Derek Broman, 503.947.6095 Date: 4/16/2024

Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 for:

Description of Goods or Services:

Development of a wolf Integrated Population Model (IPM) with interface, monitoring protocols, establishment of a server-based software system for real-time wildlife data analysis, and a model report.

Reason for Need:

This approved grant proposal is based on a PopR archetype, consisting of a contractor developing a model and an initial setup of an application program interface that connects to agency data sources.

The model would use a Bayesian integrated population model (IPM) that combines multiple data sources such as the agency’s wolf monitoring and survival data sets. These IPM’s efficiently deal with limited data, overcome missing data, and facilitate prediction with error. Model updates would be streamlined to reduce time commitments from staff.

PopR has since evolved into Speedgoat but is managed by the same individuals. This archetype’s value to state wildlife agencies is unmatched and is unique to Speedgoat. Therefore, no other source is available to deliver the products identified.

Single or Multiple Purchases:

This is a one-time cost and the grant completion date is 30-June-2026.

Estimated Cost:

Total dollar value of the contract is $144,000 USD

Research Leading to Determination:

Speedgoat website (www.speedgoat.io) highlights the projects conducted for other western state wildlife agencies as well as the Western Association of Fish and Wildlife Agencies. Communication with biologists in some of those states confirms the projects as well as positive results from the agreement. Publications in a reputable wildlife journal describe the system and highlight its value to wildlife management (Nowak et al. 2018, Eacker et al. 2019).

Contractor has produced other products for ODFW similar to this request and those products and experiences continue to be unmatched.

Analysis of Research / Findings of Fact:

Pursuant to OAR 125-247-0275(2)(a): Compatibility.

Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data.

Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project.

This project is in itself a complete new scientific study with an experimental design and report. As such, the products are unique to this effort with no opportunity to utilize existing tools or resources. The techniques required to produce the desired products are proprietary to the source of interest.

Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of:

unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.
