About this file

This is a U.S. Customs and Border Protection (CBP) Sole Source Determination for a Blanket Purchase Agreement under FAR 12.102(a) for actions not exceeding the Simplified Acquisition Threshold (SAT). The procurement, PR Number 20157320, was dated September 14, 2026, and covers services for systems in the Southeastern Michigan region with an estimated cost of $24,500 and a period of performance from September 29, 2026, to September 28, 2027.

The determination justifies the sole source award on the basis that only one source is reasonably available. DTE Electric Company, located at 1 Energy PLZ, Detroit, Michigan 4822, is identified as the dominant energy provider in the southeastern Michigan area and the only company capable of providing the requested services in that region. The price of $1,200 per service was determined to be fair and reasonable based on comparison with the prior year's pricing of $1,255 and similar charges by other agencies for equivalent services. The requirement was certified by Crysalia Gossett, Mission Support Specialist, and approved by Contracting Officer Robert J. Kay on September 14, 2026.
