_7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA:
_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: The California Military Department (CMD) has utilized SHOUT-TS devices (iridium friendly force tracking devices) since January 2011, which has continued to be essential for operational success and life safety of Service Members during Defense Support of Civil Authorities (DSCA) and Domestic Operations (DOMOPS). In 2013, the CMD Joint Operations Center (JOC) executed a sole source requisition for a Geospatial Environment for Command and Control Operations (GEC2O) platform and SHOUT-TS devices (hardware) at a cost of $55,000, awarded to Trailblazer Innovation, Inc. (TBI). This Requisition provided essential support to ensure the hardware stayed mission capable for CMD emergency response and steady state operations. California continued to receive its hardware server support from TBI through a Military Interdepartmental Purchase Request (MIPR) in 2014 and 2015, in order to support a statewide roll-out of a Beyond Line of Sight (BLOS) satellite GPS tracking capability to all Army Brigades and Air Wings. California renewed its contract with TBI in 2016 and 2017 after concluding that no other like capability exists. Since 2018, the CMD has continued its contract to include common operating picture (COP) support, new hardware, satellite gateway routing, firmware updates, 24/7 support, onsite training, as well as a messaging server. In previous years the contracts have included the GEC2O platform as well as the SHOUT-TS devices. As of 2022, GEC2O is no longer available. The COP replacing GEC2O is Guardian, which is still maintained and controlled by TBI. Continued into FY22, the CMD has a responsibility to develop and deliver an integrated COP, which provides the ability to correlate data and information from a diverse family of systems and share that data across multiple echelons and locations. This data must be accessible to our Army and Air units in addition to our civilian partners during planned and emergency operations. This data is critical to enhancing operational communication, sharing situational awareness, and streamlining the decision-making process. The CMD’s goal is to purchase 114 hours of Return Maintenance Action (RMA) and 150 hours of additional support to ensure the department’s current hardware stays mission capable for all emergencies.

The SHOUT-TS devices act as a force multiplier for training and emergency operations statewide. These devices, utilized with Guardian, allow for rapid geospatial analysis, which allows the end-user to visualize this data to develop courses of action (COA) for the CMD Senior Leader’s decision-making process. These devices must not rely on an on-ground mesh network, but instead must rely on a pre-established and maintained global network (Gateway), which must be accessible 24/7 and not be hindered by natural disasters because communication is critical during emergency response. These devices must also be able to communicate with each other and be able to communicate with the COP. An emergency beacon or distress signal must be integrated with the device and be able to notify the Joint Operation Center for life safety of California National Guard personnel. The devices must be secured and able to support the Federal mission of both CONUS and OCONUS. The device must have technical and Return Maintenance Action (RMA) support in case of damage or troubleshooting requirements. The devices must be interoperable with multiple COP systems.

The COP must be able to interact with the SHOUT-TS tracking devices to allow for rapid name changes, communication between the system and the devices, facilitating communication from device to device, task organizing devices on the COP, and the ability to view device track history. It also must be able to decode and visualize full-motion video (FMV) from California National Guard sensors and be compatible with the FMV system of record, DAART. In addition, there must be an integrated mapping engine that is open geospatial consortium (OGC) compliant and able to accept varying data sets and mapping tiles to include but not limited to KMZ, KML, RSS Feeds, and ArcGIS data. All GIS data, message traffic, and FFT track history must be archived and accessible at a later date for after-action review (AAR) purposes. The COP must be dynamic and allow for multiple concurrent users for true collaboration and planning purposes. The COP must also be allowed on the Army network while being available outside of the Army Network.

In conclusion, since TBI, a service-disabled veteran-owned small business, is the only vendor capable of meeting the agency’s needs, it has been determined that it is in the best interest of the government to work directly with TBI.

Previous contracts/MIPRs are below:

FY20: W912LA-20-P-0036 $58,000.00

FY19: MIPR11388377 $85,670.01

FY18: W912LA-18-P-0085 $150,597.50

FY17: W912LA-17-P-0038 $98,150.50

FY16: W912LA-16-P-0022 $38,640.00

FY15: MIPR1510726418 $38,610.00

FY14: MIPR1410557815 $106,050.00

MIPR1410587880 $60,742.50

FY13: W912LA-13-P0047 $55,000.00

_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: This contract is not suitable for full and open competition as TBI is the solely responsible source for SHOUT-TS iridium servicing. Any attempt to open this requirement for full and open competition would severely cripple the California Military Department's support to Domestic Operations as there would be no Iridium management and communication interface available for emergency operations. This would leave us in a position of waiting for other companies to attempt to build the capability to replicate what already exists through TBI.
