About this file

This document is a Sole Source Determination & Justification for the purchase of 100 Lotek freshwater nanotags, VHF with standard warranty, for the Klamath District Office of the Oregon Department of Fish and Wildlife. The nanotags are needed for a study to determine the movement and survival of released juvenile Chinook Salmon in the Klamath Basin, with the goal of informing restoration actions and reintroduction efforts following the removal of four lower Klamath hydroelectric dams. The Lotek brand nanotags are the only compatible option for the existing Lotek brand radio receivers that have already been acquired for the study. The total estimated cost for the 100 Lotek nanotags is $17,465.00.

The justification cites compatibility with the existing Lotek radio receivers as the primary reason for the sole source determination, as other brands of VHF tags are not compatible. The study has already commenced using 100 Lotek nanotags, and additional funds have been acquired to purchase more tags, but they must be the same Lotek brand to avoid confounding the data. Lotek is the sole manufacturer of the required radio tags for this project.

SOLE-SOURCE DETERMINATION & JUSTIFICATION

FOR SUPPLIES AND SERVICES

To: Contract Services

From: Mark Hereford – Klamath District Office Date: 11-29-2021

Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 for:

Description of Goods or Services:

100 Lotek freshwater nanotags, VHF with standard warranty, Item number NTF-3-2. Nanotags weigh

0.57 grams in air, at 5 second intervals they will last over 100 days on average. Lotek Nano tags use a proprietary coding scheme to uniquely identify individuals that allows over 500 transmitters to be assigned on a single frequency.

Reason for Need:

Radio tags that can uniquely identify individual fish are needed in a study to determine the movement and survival of released juvenile Chinook Salmon in the Klamath Basin. Fish will be tagged and released above Link River Dam and Keno Dam to assess passage through dams and reaches of stream between dams. Information gathered will help determine if any restoration actions are needed and will help guide reintroduction efforts following the removal of the four lower Klamath hydroelectric dams. Keno Dam and Link River Dam will remain in place and passage assessment needs to occur before reintroduction efforts are initiated. Lotek radio receivers for this study have already been acquired as well as 100 Lotek radio tags. Additional funds were recently acquired to purchase more Lotek tags. Lotek is the only company producing VHF tags with unique identification codes that work with Lotek brand radio receivers.

Single of Multiple Purchases:

Single purchase

Estimated Cost:

$17,465.00

Research Leading to Determination:

After reviewing other manufacturers of VHF tags it was determined that the Lotek brand of VHF tags will be the only compatible option for the radio receivers that are already in hand. Lotek brand VHF tags provide a unique code that is imported into the Lotek brand receivers. Other brands are not compatabile with the Lotek Receivers. 100 Lotek VHF tags are already in hand as well, and if a different brand is also used data from the study to inform the model to determine survival will be confounded due to different specifications between two different brands.

Analysis of Research / Findings of Fact:

Pursuant to OAR 125-247-0275(2)(a): Compatibility.

Lotek brand radio receivers, which have been donated to this study are not compatible with other brands of VHF tags. Lotek Nanotags will already be in use in this study, but with additional funds more are needed to bolster the study sample size and additional tags need to be the exact same tags so that study results are not confounded by two brands of tags with different specifications.
