Single Source Determination Summary

This is a Single Source Determination document under Simplified Acquisition Procedures (SAP) for an action not exceeding the Simplified Acquisition Threshold, issued by the Department of Commerce, NOAA Acquisition and Grants Office (AGO), Office of Marine and Aviation Operations (Requisition 140802-26-0341). The Government intends to award a sole source, firm-fixed price contract to Gregory Poole Marine, an authorized Caterpillar Inc. (CAT) vendor, for urgent technical service and parts required to repair the starboard and port main engines on the NOAA Ship Ferdinand R. Hassler. The period of performance extends from date of award through ten days.

The determination is justified based on urgency due to unusual and compelling circumstances. The vessel is currently in "no sail" status due to heavy corrosion and saltwater intrusion discovered in both main engines, with an associated CASREP (FH-26-06) issued April 29, 2026. Delays in repairs would result in estimated $12,000.00 daily costs from mission delays and potential project cancellation with loss of critical data collection. Market research confirmed that CAT Original Equipment Manufacturer services are required to assure engine quality and longevity, and Gregory Poole Marine is the only authorized CAT marine service dealer located in close proximity (less than 5 miles) to the vessel's location in Morehead City, North Carolina. The contractor's contact is Hunter York at 252-732-6808, UEI: U5WYSSRGUB87. The document was certified by Port Engineer Justin Kusterer and approved by Contracting Officer Andrew Northcutt, both signed May 1, 2026.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: RFO 12.102(a)

Requisition Number 140802-26-0341

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants office (AGO), Office of Marine and Aviation Operations.

2. Description of supplies or services required to meet agency needs (including the estimated value).

The Office of Marine and Aviation Operations has an urgent requirement for technical service and parts from the Original Equipment Manufacturer to repair the starboard and port main engines on the NOAA Ship Ferdinand R. Hassler.

The period of performance shall be from date of award through ten days. The Government intends to award a sole source firm-fixed price contract to Gregory Poole Marine, an authorized vendor of Caterpillar Inc. (CAT).

3. Identification of the single source or the brand name to be solicited.

A CAT authorized dealer and service provider. The CAT authorized dealer that is located in close proximity to where the ship is currently located is as follows:

Gregory Poole Marine Attn: Hunter York

1500 Sensation Weigh Beaufort, NC 28516 252-732-6808

UEI: U5WYSSRGUB87

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government.

This urgent repair request, associated with CASREP FH-26-06 issued on April 29, 2026, is critical for the vessel to meet its upcoming mission schedule. The ship is currently in a “no sail” status due to the discovery of heavy corrosion and signs of saltwater intrusion in both starboard and port main engines.

A delay in these necessary repairs carries significant consequences, including an estimated $12,000.00 in daily costs from mission delays. Furthermore, failure to meet the next mission’s schedule could lead to the cancellation of the project resulting in the loss of critical data collection.

5. Market Research.

The Original Equipment Manufacturer (OEM) for both engines are CAT. The OEM must be used to repair the engines in order to assure quality and longevity of the engines. If non-OEM parts and or improperly trained service providers are used this may result in damaged machinery which results in additional costs to the Government.

CAT’s website maintains a list of qualified, authorized servicing dealers. The Contract Specialist conducted research on CAT and found that Gregory Poole Equipment Company (parent of Gregory Poole Marine) is the authorized service dealer for the state of North Carolina. Gregory Pool Equipment Company is the only CAT dealer with approved business locations in the service territory; however, it is known that CAT dealers may sell or service CAT products outside their respective service territory.

Gregory Poole Marine is located less than 5 miles from the current location of the Ferdinand R. Hassler. Awarding to another authorized CAT authorized dealer will result in higher costs due to additional travel and lodging needed. As stated in section 4, following competitive procedures would result in unacceptable delays resulting in serious injury to the Government. Selecting an authorized dealer in close proximity to the place of acceptance, Port of Morehead City, North Carolina, and ensuring the availability of a service dealer capable of addressing urgent repairs expeditiously are major factors for the Government.

The closest and readily able authorized servicing dealer located in Morehead City, North Carolina is Gregory Poole Marine.

CAT’s website lists multiple Gregory Poole Equipment Company locations across the state of North Carolina. However, many of these locations are equipment centers and do not specialize in marine services. Gregory Pool Marine a division under the broader Gregory Poole Equipment Company umbrella with headquarters located in Raleigh, NC.

Gregory Poole Marine operates under Gregory Pool Equipment Company and uses the same UEI and are listed as a large business in SAM. The Contract Specialist also confirmed this information with a representative from Gregory Poole Marine.

Furthermore, the Contract Specialist pulled Solicitation # 133MK25Q0144 which shows Gregory Poole Marine submitted a quote as Gregory Poole Equipment Company.

In conclusion, Gregory Poole Marine is in close proximity to where the ship is located and they are the only marine branch within Gregory Poole Equipment Company in that immediate area. They have the ability to complete the repairs in an expeditious manner as they specialize in emergency marine engine failures. Given the urgent nature of this requirement, it is in the Government’s best interest to award a firm-fixed price contract to Gregory Poole Marine.
