About this file

This is a Single Source Determination document using Simplified Acquisition Procedures (SAP) for a federal contract action not exceeding the Simplified Acquisition Threshold.

The Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division and National Weather Service (NWS) Southern Region Headquarters issued this determination (Requisition Number 142020-26-0107) for the immediate procurement and installation of replacement grinder and lift pumps at the Weather Forecast Office (WFO) in Amarillo, Texas. The current wastewater management system has reached critical failure, creating an imminent risk of sanitary sewer overflow and posing personnel health and safety hazards in violation of OSHA 29 CFR 1910.141 sanitation standards and International Plumbing Code regulations. The estimated contract value is $7,822.45 to be awarded to Allens Tri-State Mechanical, Inc., located at 404 S. Hayden, Amarillo, TX 79101, (806)376-8345. The contracting officer determined that only one source is reasonably available due to urgent circumstances; Allens Tri-State Mechanical, Inc. has already completed a comprehensive technical inspection, possesses site-specific technical data, and submitted a ready-to-execute proposal. Competitive procedures would create unacceptable delays that could force facility evacuation and compromise the facility's ability to issue life-saving weather warnings. The market research consisted of obtaining a cost estimate from Allens Tri-State Mechanical, Inc. The determination was signed by Contracting Officer Noah Nielsen on April 29, 2026.

SINGLE SOURCE DETERMINATION USING

Version 2.0

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 12.102(a)))

Requisition Number:142020-26-0107

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division and National Weather Service (NWS) Southern Region Headquarters

2. Description of supplies or services required to meet agency needs (including the estimated value). The Weather Forecast Office (WFO) in Amarillo requires the immediate procurement and installation of replacement grinder and lift pumps to restore essential facility wastewater management. The current system has reached a state of critical failure, posing an imminent risk of sewage backup into the operational facility and potential environmental non compliance. This infrastructure is vital for maintaining a safe and sanitary environment for 24/7 mission-critical operations; any further delay threatens the health and safety of staff and could lead to a forced evacuation of the premises, compromising our ability to issue life-saving weather warnings.

3. Identification of the single source or the brand name to be solicited.

Allens Tri-State Mechanical, Inc.

404 S.Hayden Amarillo, TX 79101 (806)376-8345 Estimate: $7822.45

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

• Urgency - The nature of this requirement is categorized as urgent and compelling due to the imminent threat of a sanitary sewer overflow (SSO) at WFO Amarillo, which poses a direct hazard to personnel health and violates federal occupational safety mandates. Following standard competitive procedures would result in unacceptable delays, leading to serious injury to the Government's mission-critical operations. Allen's Tri-State Mechanical, Inc. has already performed a comprehensive technical inspection, identifying critical mechanical failures that violate OSHA 29 CFR 1910.141 sanitation standards and threaten compliance with International Plumbing Code (IPC) regulations regarding pressurized wastewater discharge.

Because Allen's Tri-State Mechanical, Inc. has already conducted the specialized diagnostics, possesses the necessary site-specific technical data, and has submitted a ready-to-execute proposal, soliciting additional bids would redundantly extend the facility's exposure to biohazardous conditions and potential environmental non-compliance. Every day of continued system degradation increases the risk of raw sewage infiltration into the 24/7 operational area, an event that would necessitate an immediate emergency evacuation and the total cessation of life-saving weather warning services. Therefore, immediate approval of the Allen's Tri-State Mechanical, Inc. proposal is required to restore code-compliant sanitation and prevent a catastrophic failure of federal infrastructure.
