About this file
This document is a Sole Source Determination & Justification for the procurement of GPS transmitters for a multi-agency research project examining the life-history of cackling geese breeding on the Arctic Coastal Plain of Alaska. The Oregon Department of Fish and Wildlife (ODFW), through its Migratory Game Bird Subprogram, is partnering with several other state and federal wildlife agencies, as well as the Wildlife Conservation Society, on this research project. The Wildlife Conservation Society has been designated by the project lead, the U.S. Fish and Wildlife Service's Arctic National Wildlife Refuge, as the receiving entity for partner funding and the purchaser of the required GPS transmitters, valued at an estimated $11,785.
The sole source justification is based on the fact that the Wildlife Conservation Society is the only project partner entity positioned to receive funding from all agencies and procure the necessary supplies. There are no other non-governmental organization entities who are project partners and able to provide the requested procurement services.

SOLE-SOURCE DETERMINATION & JUSTIFICATION
FOR SUPPLIES AND SERVICES
To: Contract Services
From: Brandon Reishus Date: 6/27/2022
Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 for:
Description of Goods or Services:
Services: Procurement services for supplies for a multi-agency research project examining the life-history of cackling geese breeding on the Arctic Coastal Plain of Alaska. Supplies are GPS transmitters to be delivered to the project lead, Arctic National Wildlife Refuge, U.S. Fish and Wildlife Service (USFWS-ANWR).
Reason for Need:
The Department, through the Migratory Game Bird Subprogram, is partnering in a research project with several other state and federal wildlife agencies and the Wildlife Conservation Society. As a project partner, we have committed funding for GPS-GSM transmitters to mark cackling geese on the Arctic Coastal Plain of Alaska, which will be accomplished by other project partners, principally the USFWS-ANWR. Since several different state and federal wildlife agencies are contributing funds to purchase transmitters, the Wildlife Conservation Society has been determined by the project lead (USFWS-ANWR) to be the receiving entity of partner funding and the purchaser of required supplies for the project.
Single of Multiple Purchases:
Single purchase
Estimated Cost:
$11,785
Research Leading to Determination:
The Wildlife Conservation Society, an NGO based in New York, NY is a cooperating partner on this research project. Because of their standing as a project partner, the Wildlife Conservation Society is the only entity positioned to receive funding from all project partner agencies and procure the necessary supplies for the project. There are no other NGO entities who are project partners and able to provide the requested services.
Analysis of Research / Findings of Fact:
Pursuant to OAR 125-247-0275(2)(a): Compatibility.
Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data.
Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project.
Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of:
