The contract will continue the agency's existing work of facilitating virtual training opportunities for child care providers across Oregon, leveraging their unique process and network developed prior to the pandemic to provide professional learning opportunities, particularly in rural areas.
Mid-Willamette Valley Community Action Agency, Inc. was chosen by other Child Care Resource & Referral (CCR&R) agencies in the state to provide these services, which support the Oregon Registry Step advancement for early care and education professionals. The sole-source justification is based on the contractor's existing partnerships, established relationships, and ability to seamlessly coordinate webinars, provide technical assistance, and reporting. The services align with the CCR&Rs' scope of work and were selected through a Request for Application (RFA) process, with the goal of increasing knowledge, skills, and continuous quality improvement for early care and education workforce professionals throughout Oregon.

5. Findings:
Mid-Willamette Valley Community Action Agency, Inc. is currently contract to do this work, and has existing relationships regarding this work. Expanding their contracted services will allow for Mid-Willamette Valley Community Action Agency, Inc. to seamlessly coordinate with contractors and partners to schedule webinars, provide technical assistance and reporting.
This is a unique process designed by the Marion, Polk, Yamhill CCR&R (aka Mid-Willamette Valley Community Action Agency, Inc.) prior to the pandemic to assist in covering training needed in more rural areas. During the pandemic, usage increased exponentially and continues to be a beneficial resource for many child care providers as they can access more trainings for continuous quality improvement. This CCR&R has already been selected through an RFA process to provide professional learning opportunities for their region. The unique process allows them to provide a level of support across all regions and it is fully supported by the other CCR&Rs who have also been selected through the same RFA process. This is not a service that would go out for RFA for other entities, the benefits are for CCR&Rs as that is their scope of work.
