About this file

This is a sole source procurement document for CentralSquare Technologies related to Business Oregon's Request for Proposals for accounting services and financial statement preparation. Business Oregon, operating under the Oregon Business Development Department, seeks an accounting firm to deliver comprehensive financial services for the department's grant and loan programs. The primary deliverables include completing FY2022 financial statements, calculating the current portion of bonds payable, documenting processes for disbursements and federal subrecipient monitoring, and providing training to Business Oregon's seven-member accounting team. The RFP evaluation criteria encompass project approach, qualifications, and price/value considerations, with mandatory requirements including submission of professional references. Proposals were due by October 31, 2022, at 3:00 p.m. Pacific Time. Business Oregon anticipated awarding a single contract with an approximate six-month performance timeline and reserves the right to negotiate contract terms with the top-ranked proposer and to employ additional evaluation steps beyond initial proposal review.

The procurement will utilize the State of Oregon's standard Personal/Professional Services Contract with standard state terms and conditions. Rather than establishing a maximum not-to-exceed fee, the RFP requests billing rates, indicating flexibility in contract pricing. No explicit budget range is stated in the available documentation. The RFP does not indicate set-aside designations for disadvantaged enterprises or specific restrictions on respondent types, remaining open to qualified accounting firms with relevant expertise in governmental financial reporting. The procurement is targeted to Marion County and involves detailed financial reporting and process improvements for the department's accounting operations. Business Oregon maintains funds in both Oregon Treasury accounts and agency-specific bank accounts that will be subject to the financial reporting requirements.
