USE OF OTHER THAN FULL AND OPEN COMPETITION LESS THAN
SIMPLIFIED ACQUISITION THRESHOLD MEMO

SUBJECT: Sole Source Justification for Use of Other than Full & Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting
Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide
(April 2018) and is only applicable to acquisitions under the SAT.
II. DESCRIPTION OF ITEM OR SERVICE (include manufacture/sole source name and address)
The Operating and Support Cost Analysis Model (OSCAM) is a Navy-owned, Windows-based cost estimating software package used by the Navy cost communities in the development of operating and support (O&S) cost estimates of major acquisition programs and to identify cost implications of changing sustainment practices of current fleet systems. OSCAM model development began in the late 1990s. The original model was developed using Systems Dynamics techniques. These techniques are well suited for modeling the dynamic and interrelated categories of O&S costs. These techniques also facilitate importing historical O&S costs into the model as data sets. These data sets increase the fidelity of the model and allow tailoring to individual program requirements.
Over several years both the original ship model and the air model, developed and released in 2000, have had numerous small improvements and several large-scale redesigns.
Going forward, Code 8110 has a need for model updates and enhancements, training course development and support, user support, website content update and maintenance, and program management. All of these functions help to align the OSCAM model to current user needs and educate users on the tool. Decision Analysis Services
Limited provides a combination of services, such as coding in Delphi and PowerSim, as well as development of online training course through Adobe Captivate.

Estimated total cost of contract is over the period of the base year and two option years.
III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
Market research was conducted and OSCAM closely examined multiple competing vendors. The results of this market research indicates that a Sole Source award to Decision Analysis Services is in the best interest of the
Government. Based on prior contract experience, the Government has no reasonable expectations of receiving two or more competitive quotations from small business, small disadvantaged business, or historically black colleges and Universities and minority institutions; therefore, a set-aside is not recommended. Over the current period of performance, the incumbent Decision Analysis Services Ltd. has maintained highly skilled modeling and simulation talent with experience working on the development of the OSCAM models.

Decision Analysis Services Limited (DAS) represents the only known company with in-depth knowledge and the expertise required for performing the tasks of the PWS and delivering a superior and cost effective service to the
Government in OSCAM model enhancement and training development and support. The current software developer has over 21 years of experience in OSCAM-specific model design and coding, and thus has developed a unique skillset in developing and modifying code for a model designed specifically for Navy ship and aircraft
O&S cost estimating, as well as a deep understanding of the Navy’s O&S cost estimating requirements, processes, and data sources.
In order for any other contractor to provide OSCAM model support, they would need to have specific System
Dynamics capabilities and a thorough knowledge of Navy O&S cost estimating processes, data, and the OSCAM models. The Navy would have to pay for the time for a new contractor to get up to speed and familiarize themselves with the OSCAM-specific System Dynamics based models, and there is a potential for significant rework, recoding, and/or redevelopment. This would result in Code 8110 having to adapt to a different modeling and simulation methodology, which would also negatively impact any current users of the model. Research indicates that the average time for a full-time programmer to get up to speed is around , which represents of the total effort of this BPA.
IV. CERTIFICATIONS & APPROVALS
A. Technical/Requirements Certification: I certify that the facts and representation under my cognizance, which are included in this justification, are complete and accurate to the best of my knowledge and belief.
B. Certification/Approval per FAR 13.501: Upon the basis of the above justification, I hereby approve the solicitation of the proposed procurement(s) described herein using other than full and open competition, pursuant to the authority of 10 U.S.C. 2304(c).
