About this file

This document is a SF 1009 Sole Source Justification form for a Department of the Treasury acquisition. The Office of Financial Research (OFR) and Financial Stability Oversight Council (FSOC) seek to award a firm fixed-price contract with the Urban Institute for Monthly States Government Tax Revenue Data. The contract will cover a five-year period from 11/18/2025 to 11/17/2030, consisting of one base year and four option years.

The justification highlights the Urban Institute's unique capabilities in providing comprehensive state tax revenue data, including monthly data from all 50 US states covering personal income tax, corporate income tax, sales tax, and total tax with historical records extending to 2010. The vendor offers superior data quality, error correction, estimating, and up-to-date reporting that exceeds publicly available sources. Other vendors like Moody's, Bloomberg, and S&P purchase raw data from Urban Institute and cannot sell the raw data due to licensing restrictions. An Intent to Sole Source was posted to SAM.gov on March 28, 2025, with the government continuing to monitor the market for alternative data vendors.

4.a Identification of the circumstances that preclude competition (Check the appropriate box that applies).

Urgency Exclusive licensing agreements Brand-name Industrial mobilization.

Other - FAR 6.302-1 Only One Responsible Source 4.b Supporting information and facts (i.e. the details surrounding the requirement that supports the selection made in 4.a).

The proposed contractor developed and owns the propriety and patented software, algorithms, and work efforts that are used in these products and support the services specifically required or this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition.

In order that it may monitor increasing strain and financial impact on US debt markets, the OFR requires state tax revenue data covering state and local municipal debt. OFR requires, at minimum, monthly data from all 50 US states covering personal income tax, corporate income tax, sales tax, and total tax with histories extending to at least 2010. Personal income tax further must provide data on withholding, estimated payments, final payments, refunds, and total personal income tax. Data must include commentaries, projections, and status updates.

Presently, data reported by publicly available sources is inadequately delayed alongside a significant effort to correct errors found in the data and only reports quarterly data.

The vendor provided data must measurably exceed quality, quantity, and availability above and beyond data available from public sources demonstrating a propriety effort. Data provided must allow for OFR to publish findings based on aggregated data. The Urban Institute uniquely provides significant error correction, estimating, and up-to-date reporting for state and local tax revenue data, including trends, commentaries, and projections above and beyond

Treasury Standard Form – 1009 (Rev 10/18)

Prescribed by Treasury: DTAP 1013.106(b) data available from publicly reported sources, making them the only known source of the most accurate and up-to-date data on individual state fiscal performance. The data available from Urban Institute was compared to data from similar sources (Moody's, Bloomberg, S&P) and determined not to overlap or otherwise duplicate data already under contract. Urban Institute is the only known source to provide this raw data on a monthly basis. All other vendors (Moody’s, Bloomberg, S&P) purchase the raw data from Urban Institute and provide their own analysis of that data. Other vendors are unable to sell the data in raw form due to licensing restrictions.
