About this file
This is a Memorandum for Sole Source Justification from the Department of the Air Force, Air Education and Training, dated September 3, 2026, addressing the procurement of an AFS 400 Monopole foundation system and associated services for Sheppard Air Force Base, Texas.
The 364th Training Squadron requires a non-penetrating, rapid-deployable ballasted foundation system matching a heavy-duty steel pole system for installation and assembly at Sheppard AFB. The procurement includes one AFS 400 Assembled Foundation System and Pole (Part Number AFS-400-SW), certified technicians and factory-approved subcontractors, a non-penetrating modular hexagonal steel foundation framework, modular ballast trays with dry-laid concrete ballast blocks, flanged-jointed steel monopole sections, hinge-pin design base connection, structural steel pole sections and baseplate constructed from Q355 high-strength steel, Grade 8.8 structural fasteners, and complete hot-dip galvanization per ASTM A123/F2329 standards. The procurement also includes a detailed bill of materials, foundation hardware kit, guy wire stabilization kit, turnbuckles and mounting brackets, dedicated hotshot shipping to Sheppard AFB, on-site assembly and erection services, mobilization of specialized tools and equipment, hydraulic pole raising system, structural compliance with TIA-222-G, AWS D1.1 welding compliance by certified welders, and MSDS documentation. The total estimated procurement value is $60,845.00.
The justification for sole source procurement is based on FAR 6.302-1, citing that ARStructures is the sole designer and exclusive distributor of the AFS 400 product for the United States Government, and no alternative solutions would satisfy agency requirements without undergoing an independent design, engineering review, and validation process. Market research confirmed no other suitable companies could meet the specified needs. The Contracting Officer has certified that anticipated costs are fair and reasonable based on price analysis techniques comparing proposed prices to historical PCI Index data.
