About this file
This document is a Justification for Sole Source procurement for capacitor emergency lights, prepared by DLA Maritime Puget Sound on 05/21/2018. The document justifies sole source procurement from TDG Transit Design Group for emergency lighting to replace battery-supplied lights in reactor servicing facilities. The procurement aims to reduce maintenance complexity, disposal costs, and mitigate lithium battery fire concerns, with a required delivery date of 11/1/2025. The sole source justification is based on TDG being the only North American manufacturer of capacitor-supplied emergency lights that meets NFPA 101 and UFC 3-600-01 standards, with European Union options unable to support North American illumination and electrical distribution requirements.

JUSTIFICATION FOR SOLE SOURCE ($5k-$250k) Ref: FAR 13.106(b)
The service or material listed on 51392700 and 51392701 is sole source and competition must be restricted to one source, or to only one brand name for reasons indicated below. There are no substitutes available for this material.
Restricted to the following source or brand name. Provide original manufacturer's name.
(If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)
Manufacturer: TDG Transit Design Group Manufacturer POC & Phone Nr.: Kevin Booth 905-608-9539 Mfr. Address: 3829 Forest Park Way #500 North Tonawanda, NY 14120 x Description of the item or service required, the estimated cost, and required delivery date. Capacitor Emergency Light. Required Delivery: 11/1/2025
X Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).
Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
Reactor Servicing is in need of capacitor supplied emergency lights to replace battery supplied emergency lights in reactor servicing facilities. The capacitor emergency lights reduce ongoing facility maintenance work and reduce the complexity of the remaining work.
This includes reductions of disposal costs and improved resiliency to temperature and discharge conditions. Capacitor emergency lights mitigate the lithium battery fire concerns outlined in UFC 3-600-01. The replacement lighting equipment meets Underwriter’s Laboratory (UL) requirements for plug in electrical equipment and is stamped to certify this.
Market research has found that only one supplier makes capacitor supplied emergency lights for the North American market. Options from the European Union will not support North American illumination duration standards or electrical distribution systems. TDG Transit Design Group is the only manufacturer that makes a capacitor supplied emergency light that meets the NFPA (NFPA 101) and UFC (UFC 3-600-01) requirements.
X_The requested material or service represents the minimum requirements of the Government.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Justi Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
A patent, copyright, or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing brand name equipment.
X Other information to support a sole-source buy:
These are the only emergency lights in the North American market that use this energy storage method and meet the North American UFC and NFPA standards.
I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE AND DO NOT CONTAIN CLASSIFIED INFORMATION. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE-SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN
COMPETITION.
