About this file
This is a Justification and Approval for Use of Other Than Full and Open Competition (sole source justification) issued by the Naval Criminal Investigative Service-Headquarters (NCIS-HQ), Business Operations Directorate, Acquisition Division.
NCIS is acquiring replacement parts for an existing proprietary alarm system serving field offices at Joint Base Anacostia-Bolling (JBAB). The requirement is valued under fiscal year 2026 Operations, Maintenance & Repair (OM&N) appropriation, with delivery required as soon as possible and completion date to be determined. The acquisition is being conducted as a sole source procurement under 10 U.S.C. 3204(a)(1), citing only one responsible source available. Advantor Systems, located at 12612 Challenger Parkway, Suite 300, Orlando, Florida 32826 (1-800-238-2686, info@advantor.com), is the sole source for the proprietary alarm system components. The justification emphasizes that repair of the existing system is significantly less expensive and faster than replacing the entire system, and replacement parts are available exclusively from Advantor Systems. The alarm system protects five Sensitive Compartmented Information Facilities (SCIFs) and two Special Access Program Facilities (SAPFs) housing national security information, requiring compliance with Intelligence Community Directive (ICD) 705 specifications. Fair and reasonable pricing will be determined per FAR 12. Market research was not conducted, as Advantor Systems is the only manufacturer of parts for this system. The agency commits to conducting market research on future procurements to maximize competition opportunities.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity. Naval Criminal Investigative Service-Headquarters (NCIS-HQ), Business
Operations Directorate, Acquisition Division
2. Description of the Action Being Approved. (Mark appropriate category.)
Award of a contract on a sole source basis for supplies/services.
Award of a contract on a brand name basis for supplies/services.
3. Description of Supplies/Services. (Identify supplies and services to be acquired, estimated value, and appropriation and funding amounts planned for the acquisition. Summarize long lists of items. Option quantities should be separately identified. Briefly address the period of performance or completion date).
Describe/List Supplies or services to be acquired: NCIS requires replacement parts for the existing alarm system for field offices Joint Base Anacostia-Bolling (JBAB). The completion date is TBD but as soon as possible.
List Total Value of Requirement (including Options) in the table below:
FISCAL YEAR APPROPRIATION
2026 OM&N
Period of Performance or Delivery Date: ASAP
4. Statutory Authority Permitting Other Than Full and Open Competition. (Select only one.)
10 U.S.C. 3204(a)(1), Only One responsible source and no other supplies or services will satisfy agency requirements.
10 U.S.C. 3204(a)(2), Unusual and compelling urgency.
10 U.S.C. 3204(a)(3), Industrial mobilization; engineering, developmental, or research capability; or expert services.
10 U.S.C. 3204(a)(4), International agreement.
10 U.S.C. 3204(a)(5), Authorized or required by statute.
10 U.S.C. 3204(a)(6), National Security.
10 U.S.C. 3204(a)(7), Public Interest.
5. Rationale Justifying Use of Cited Authority. The acquisition is being conducted under the procedures of FAR 13.106-1(b)(1)(i) – Soliciting from a single source / 8.405-6(b) – Limiting sources; Items peculiar to one manufacturer 16.505(b)(2)(i)(B, C or G) – Exceptions to the fair opportunity process. The justification rationale for restricting competition is: The existing system is a proprietary system and can only be obtained from Advantor Systems. The components listed above are replacement pieces to the current alarm system. Any new system would require a complete removal and installation of an entirely new system. Replacing the parts of the current system is less expensive and quicker than installing a whole new system. The current system also integrates into the rest of the entire building.
6. Specific characteristics of the supplies or services that limit the availability to this/these source(s), i.e., unique features, form-fit-function, etc.). State why the requested material or service represents the minimum requirement(s) of the Government. Describe in detail why only this/these suggested source(s) can furnish the requirement(s) to the exclusion of other sources.
The current system only needs to be repaired and not replaced. The requested equipment is far less money than an entire system and less downtime. The repair parts are proprietary to the system and only provided by Advantor Systems.
7. Determination of fair and reasonable pricing.
Basis of award will be determined based on fair and reasonable pricing per FAR 12.
8. Brief description of Market Research conducted and results or why market research was not conducted.
Market research was not conducted because Advantor Systems is the only company who makes and sells the parts made for the alarm system.
9. Any other factors supporting use of other than full and open ex., National Security, etc.:
The repair parts for the alarm system and the system itself protects 5 Sensitive Compartmented Information Facilities (SCIFs) and 2 Special Access Program Facilities (SAPFs) which house national security information. The system is required to meet Intelligence Community Directive (ICD) 705 specifications. Once repaired, the system will be fully operational and meet the stated requirements.
10. Listing of sources (Name, Address, POC) (original equipment manufacturer (OEM) or provider and any authorized distributors or resellers):
Advantor Systems, 12612 Challenger Parkway, Suite 300, Orlando, Florida 32826, 1-800-238-2686, info@advantor.com.
No authorized resellers known.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
A market review for similar products or services will be conducted on any future procurements to ensure there are opportunities to maximize competition or to reassess the mission needs with the best solution for the Government.
