Question 1. E.2 (Page 10) Higher-Level Contract Quality Requirement (Government Specification) (Feb 1999). In section (A) Pre-award Documentation, the solicitation requires submission of the "CASTNET Quality Assurance Project Plan (QAPP) Revision 8.2 with any proposed changes" with the offer. Page 45 of the solicitation states "Additionally, the offeror shall include a statement that during the performance of the contract the offeror will adhere to the CASTNET QAPP Revision 8.2, with revisions as proposed by the offeror and accepted by EPA ... " The offeror interprets these requirements as incorporating QAPP revision 8.2 by reference and that the proposal itself constitutes submission with any proposed changes. Will EPA please verify the correct interpretation of this submission requirement?

Answer 1.Yes, EPA will incorporate the proposed changes to QAPP revision 8.2 from the proposal into the resulting contract. The offeror is not expected to submit a comprehensive QAPP with their proposal. QAPP revision 8.2 with proposed changes as accepted by EPA will be incorporated into the contract.

Question 2. F.1 (Page12) Monthly Progress Report. The SOW (Attachment 1) states that offerors should provide a unit cost for Analytical Laboratory samples. Please omit the requirement as stated in F.1 (f)(7)(iv) & (v) to provide average labor hours or labor cost per analysis.

Answer 2. EPA will remove the requirements in F.1 (f)(7)(iv) and F.1(f)(7)(v). The contractor does not need to provide the Average Labor Hours per Analysis Type nor do they need to provide the Average Labor Cost per Analysis Type.
