Attachment 14. Sample Statements of work – CASTNET V

Example SOW #1

Title: Procurement, Testing, Installation, and Operation of Methane Analyzers for a Pilot Network

Task Order #: 0001

Period of Performance: 9/1/2016 – 8/31/2017

Estimated Level of Effort: 250 hours

STATEMENT OF WORK

I. INTRODUCTION

The Clean Air Status and Trends Network (CASTNET) is a long-term environmental monitoring network that measures changes in ambient air quality and assesses atmospheric deposition over broad geographic regions of the U.S. Operating since 1987, CASTNET has evolved into a robust regional monitoring program which currently consists of more than 90 monitoring stations nationwide. The Environmental Protection Agency (EPA) operates a majority of the CASTNET monitoring stations. In cooperation with the EPA, the National Park Service (NPS) currently operates 25 stations and the Bureau of Land Management (BLM-WY) operates 5 stations.

II. PURPOSE

The primary purpose of this task order is to procure, test and install 3 continuous methane analyzers at 3 CASTNET sites as part of a methane pilot network. The contractor shall select the sites based on variability between the sites – including landscape, emission potential and regional location. The contractor shall operate the continuous methane analyzers at 3 existing CASTNET sites. Under this task the contractor shall procure, test and install the analyzers and any additional field supplies necessary to measure ambient methane concentrations at the 3 CASTNET sites.

III. CONTRACT LEVEL STATEMENT OF WORK REFERENCE

The tasks to be performed under this task order are consistent with the activities authorized in Task 22 (Level of Effort) of the RFP’s Statement of Work.

IV. TECHNICAL DIRECTION

1. Prepare Work Plan

The Contractor shall prepare a Work Plan in accordance with the terms and conditions of the RFP section B.

2. Quality Assurance

The contractor shall develop a quality assurance project plan for the pilot network. The plan shall include the SOPs for the equipment, data quality indicators and data review and submittal procedures.

3. Site Selection

The contractor shall determine which three sites will participate in the methane pilot network. The contractor shall provide the COR with a justification for the site selection. The contractor and the COR will make the final site selection.

4. Purchase, Test and Install Equipment

The contractor shall purchase monitoring equipment necessary to operate the continuous methane monitors in a rural location. Equipment shall include a methane analyzer, and may also include compressed gas standards, gas/Teflon manifolds and tubing, and mass flow controllers.

a. Test Equipment After the equipment is received, the contractor shall verify that the analyzer meets all of the manufacturer’s specifications.

b. Installation of the continuous methane analyzers The contractor shall install the methane analyzers, and any field equipment needed to operate the analyzers following the manufacturer’s protocol. At the time of installation, the contractor will train the site operator(s) and provide SOPs.

5. Routine Operation of the Methane Analyzers

a. Operation of the analyzers The contractor shall plan one calibration trip per site in addition to the trip for the installation of the analyzers. Costs associated with the operation and calibration of the analyzers, QA, and data submittals shall be included under this task.

b. Database Management The contractor shall develop and maintain table in the CASTNET database to download and review data daily. The contractor shall submit hourly data every 24-hours to EPA and submit level 2 data to EPA 90-days after collection.

V. DELIVERABLES

1. Work Plan.

The contractor shall deliver a work plan in accordance with the terms and conditions of the RFP section B. In addition, a monthly progress report shall be submitted. These reports shall outline the technical and financial status of the work assignment.

2. Study Plan/Quality Assurance Project Plan The contractor shall deliver a study plan and quality assurance project plan to the COR within 90 days after the task order is initiated.

3. Final Database and Report The contractor shall deliver a final dataset, including all calibration and QA results to the COR within 90 days after the final measurement and/or end of the period of performance. The contractor shall summarize the results, including any technical difficulties and solutions to resolve the problems.

VI. SCHEDULE

The work plan shall be delivered within 15 days of issuance of this task order.

Example SOW #2

Title: Develop and implement a data driven website

Task Order #: 0002

Period of Performance: 9/1/2016 – 8/31/2017

Estimated Level of Effort: 115 hours

STATEMENT OF WORK

I. INTRODUCTION

The Clean Air Status and Trends Network (CASTNET) is a long-term environmental monitoring network that measures changes in ambient air quality and assesses atmospheric deposition over broad geographic regions of the U.S. Operating since 1987, CASTNET has evolved into a robust regional monitoring program which currently consists of more than 90 monitoring stations nationwide. The Environmental Protection Agency (EPA) operates a majority of the CASTNET monitoring stations. In cooperation with the EPA, the National Park Service (NPS) currently operates 26 stations and the Bureau of Land Management (BLM-WY) operates 5 stations.

II. PURPOSE

The primary purpose of this task order is to develop a data driven website for CASTNET. The current website is managed by a java script and a perl script, while the static pages are managed by Drupal. The contractor shall propose a method for developing and managing an automated script for all existing webpages. The webpages should be populated based on Oracle tables and views. EPA will populate any tables or views that are necessary. The contractor shall also ensure that by using the database, EPA can create new webpages and update existing pages when new content is needed. Finally, the website must comply with EPA guidelines (http://www2.epa.gov/webguide).

III. CONTRACT LEVEL STATEMENT OF WORK REFERENCE

The tasks to be performed under this task order are consistent with the activities authorized in Task 22 (Level of Effort) of the contract’s Statement of Work.

IV. TECHNICAL DIRECTION

1. Prepare Work Plan

The Contractor shall prepare a Work Plan in accordance with the terms and conditions of the RFP section B.

2. Redesign the CASTNET website

The contractor shall download the Oracle tables used to manage the current website. The contractor shall recommend one programming language for redesigning the website. The website should be managed through new or existing web tables. Changes should be managed by EPA (no contractor support after the design).

The contractor shall utilize the web guide to ensure that all EPA guidelines are met. The contractor must utilize the most recent EPA template for all of the webpages. The contractor shall develop a staging environment for the redesigned webpages and work with the COR and NCC to verify that the scripts can be loaded to the web production server.

The script shall be well documented and the contractor shall provide any training needed to modify the script for potential changes. Flexibility should be built into the scripts so EPA can make changes to the websites through the Oracle tables.

3. Deploying the website

The contractor shall work with NCC to deploy the production website after the scans are complete.

V. DELIVERABLES

1. Work Plan.

The contractor shall deliver a work plan in accordance with section of the contract. In addition, a monthly progress report shall be submitted. These reports shall outline the technical and financial status of the work assignment.

2. Website Script The contractor shall deliver the final script for the website at the time of deployment. The script shall be well documented.

VI. SCHEDULE

The work plan shall be delivered within 15 days of issuance of this task order.
